Description
The U.S. Environmental Protection Agency, Air Pollution Prevention and Control Division (APPCD) of the National Risk Management Research Laboratory (NRMRL), located in the Research Triangle Park, North Carolina, has a requirement for on-site technical support for the Division's in-house research program directed toward solving environmental problems of national scope and importance. The APPCD serves as the U. S. EPA's center for research on combustion modification to prevent or reduce pollutant emissions, indoor air quality, emissions characterization, atmospheric protection, and safe building research. The research will be conducted in EPA's in-house research laboratories, which comprise unique facilities, most of which are not duplicated anywhere else in the world and have been underway for the past 25 years. Labor categories required include P4, P3, P2, and P1 engineers, scientists, and chemists, and T2 and T3 technicians to operate laboratories where basic and applied research are pursued. The contract will be a follow-on to current EPA Contract no. 68-C-99-201 with Arcadis Gerahty & Miller, the incumbent contractor. The solicitation will be issued on a full and open competitive basis, i.e., it will not be a small business set-aside. The applicable NAICS code is 541710. EPA anticipates the award of a Cost Plus Fixed Fee, Level of Effort (LOE), term type contract. The estimated LOE includes one, 12-month base period of 105,000 hours, plus four, 12-month option periods of 105,000 hours each. In addition, each period will include 5 quantity options of 9,000 hours each. The total potential LOE for each period is 150,000 hours. The maximum total LOE for all periods (five years) is 750,000 hours. Solicitation No. PR-CI-03-10355 will be issued on or around 10/27/03 and close approximately 30 days thereafter. It will be available on the Internet at www.epa.gov/oam/cinn_cmd. Interested parties are expected to download the solicitation and subsequent amendments from the web site. Hard copies will not be distributed. It is the responsibility of potential offerors to frequently check the site for amendments. All responsible sources may submit a proposal which will be considered by EPA. Contract award will be made in accordance with FAR Part 15, Contracting by Negotiation. See numbered note 26.
