- NAICS Code: 541511 The U.S. Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with Fluent, Inc, 10 Cavendish Court, Centerra Resource Park, Lebanon, NH 03766 for software application to support the development and evaluation of case studies simulating the September 11 World Trade Center building collapses and subsequent air pollutant dispersion around buildings within the surrounding area in lower Manhattan. Fluent, Inc. has previously been the sole provider of an agency standard software for modeling pollution transport within urban areas and the resulting exposure to humans breathing the air. EPA believes that Fluent, Inc, is the only vendor qualified of satisfying the requirements stated above for very specialized numerical simulation and graphics software which consists of several complex software modules. The circumstance permitting "Other than Full and Open Competition" is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". The period of performance for the purchase order is expected to be four (4) months from date of award. All interested parties who believe they can provide the required services/supplies should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement. The intent of this synopsis is to determine if any source(s) exist, therefore, no solicitation (RFQ) is available. Submit response to the U.S. EPA, Attn: Robin S.
