- Description
- The Defense Threat Reduction Agency (DTRA) intends to award a firm-fixed price labor contract in support of DTRA Technical Equipment Inspection (TEI) Program to provide support conducting Point of Entry (POE) inspections for Foreign Inspection Team (FIT) equipment and supplies to ensure those items are identical to those items identified on the specified treaty Certified Equipment List. The TEI Program provides Certification and Subsequent Inspections of foreign arms control equipment intended for use in U.S. facilities. TEI Program is currently applicable to FIT equipment and supplies for the Strategic Arms Reduction Treaty (START), the Treaty on Open Skies (OS), and the Chemical Weapons Convention (CWC) with the potential to expand operations for other arms control treaties and agreements. The Government's minimum requirements for Technical Equipment Inspector are as follows: contractor shall be knowledgeable of the CWC Treaty and other treaties to ensure the DTRA TEI Program supports operations; provide two (2) contract employees for 20 hours per employee per month; support will be on a non-continuous and a as required basis; available to respond to a 24 hour advance notification to support this effort at anytime of the day and week, including holidays; allow for up to 12 hours of work for each POE entry and exit inspection; possession of or eligible to receive and maintain a SECRET clearance from the Defense Security Services is required. Inspections for any of the treaties listed above can occur simultaneously and all treaties have a specified allowable time frame for the TEI process to be completed. The period of performance will be 24 November 2003 through 23 November 2007. THIS IS A REQUEST FOR COMPETITIVE PROPOSAL. Interested parties have five (5) business days from the date of publication of this Synopsis, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Responses received after five days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. This notice in on way obligates the Government for any future acquisitions(s), and the Government in no way assumes any liability for costs incurred in responding to this notice. Submittals furnished will not be returned to the sender. Interested parties should respond no later than 3 November 2003.
