Description
The Defense Threat Reduction Agency (DTRA), Combat support Division, is seeking sources capable of providing operational support to the United States European Command (USEUCOM) and its subordinate commands, North Atlantic Treaty Organization (NATO) (NATO International Staff (IS)/International Military Staff (IMS)/U.S. Mission), and Supreme Headquarters Allied Power Europe (SHAPE) and the major subordinate commanders for the development and maintenance of Weapons of Mass Destruction (WMD) counterforce options, strategy development, planning systems development and support of the nuclear deterrent component of the NATO Strategic Concept. Support may also include WMD non-proliferation, counterproliferation, WMD Foreign Consequence Management (FCM), WMD strategy and planning systems development and support of the nuclear deterrent component of NATO. This operational support is accomplished by in-theater contract support from Daumerie Caserne in Chievres, Belgium. This will be a labor hour type contract to provide advisory and assistance service support on improving the operational effectiveness, responsiveness, and survivability/security of theater forces. Some of the major tasks involved are WMD Defense/Deterrence requirements; WMD threat mitigation-safety, security, survivability; US/NATO WMD command, control and communications (C3); Support of NATO sub-strategic nuclear forces/USEURCOM nuclear forces; and general support of theater liaison activities. Respondents must have available the technical and support staff skills with (or the ability to obtain) a Top Secret/SSBI security clearance. Interested companies who feel they meet the aforementioned criteria should respond by providing a brief summary of the company's technical and support staff skills and a brief overview of the company. Interested parties are requested to provide information in their own format that may be of interest to Defense Threat Reduction Agency in identifying potential candidates. Responses must be sent via e-mail to janice.washington@dtra.mil no later than November 13, 2003. The contractor providing this support will be ineligible to participate in any capacity in contracts, subcontracts or proposals (solicited or unsolicited) which stem directly from the Contractor's performance. This sources sought notice is for information and planning purposes only and does not constitute a Request for Proposal (RFP) and is not to be construed as a commitment by the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this sources sought notice or reimburse the costs incurred by providing the information requested under this notice.
