Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation H92441-04-T-0001 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through FAC 2001-17. The NAICS code is 334417 and the small business size standard is 500 employees. This solicitation is unrestricted. The items to be quoted are various adapter connectors with required quantities of 30 - 80. Offerors shall submit firm fixed-price quotations only. Inspection and acceptance shall be at destination by the Government. Delivery is required by no later than 6 weeks ARO. FOB point is destination. Delivery point is Fort Campbell, KY. DPAS assigned rating is DO-A1. This RFQ does not provide for full and open competition. Justification for Other than Full and Open Competition is FAR 6.302-1, 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The intended source is Isodyne Inc. Isodyne Inc. is the only known source for this type of conncectors and at this time there are no authorized distributors. This RFQ incorporates the following provisions and clauses: FAR 52.212-1, Instructions to Offerors -- Commercial; FAR 52.212-2, Evaluation ? Commercial Items; FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items; FAR 52.212-4, Contract Terms and Conditions; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders; DFARS 252-212-7000 Offeror Representation and Certifications ? Commercial Items; and DFARS 252-212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items. Any award resulting from this RFQ will be issued on a SF 1449 and will incorporate all clauses required by law, the FAR and the DFARS as appropriate. Proposals must be delivered to U.S. Special Operations Command, Technology Applications Contracting Office, Attn.: AMSAT-D-TK, 401 Lee Blvd., Fort Eustis, VA 23604-5577, no later than 14:00 PM local time on 29 OCT 2003. All interested parties may identify their capability to respond to this requirement or submit a quotation; however the Government intends to solicit and negotiate with only one source per FAR 6.302-1. It is the Government?s intent to award Purchase Order Number H92241-04-0006 on a sole-source basis to ISODYNE Inc., Wichita KS on the basis that they are the sole manufacturer of this item and owns all the data rights. The Numbered Notes applicable to this acquisition are 22 and 26. Offerors are advised to include a complete copy of the following provisions 252.212-7000, (Offeror Representation and Certifications ? Commercial items) and 52.212-3, (Offeror Representations Certifications ? Commercial items) with their proposals.
