- Description
- The U.S. Coast Guard intends to procure a Human Resource Management Membership with an organization which allows the USCG to have unlimited online access to all services and research pertaining to human resources issues. This notice is a solicitation for commercial services in accordance with Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Therefore, please read this entire notice, the instructions herein, and the attachment documents carefully. This acquisition will be made an Unrestricted Basis. SCOPE OF WORK: See Attached Statement of Work HOW TO RESPOND: In order to compete for this project, interested parties must submit a technical and cost proposal via fax or e-mail, by November 7, 2003, to Michael W. Smith, USCG Headquarters Support Command, Code A-3, Room B411, 2100 Second St. SW, Washington, DC 20593. Electronic transmissions to mwsmith@comdt.uscg.mil are encouraged and must be timely. Proposal Evaluation Criteria: (1) Technical Factors (2) Past Performance (3) Price and price related factors (Firm-Fixed Price). This will be a Best-Value award determination. Past Performance and Price will be a factor but technical factors are far more important. The following Federal Acquisition Regulations clauses are incorporated by reference: FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Aug 00), 52.212-4 (Aug 00). Offerors can also retrieve more information on these clauses on the INTERNET at www.arnet.gov. 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items (June 03) is attached.
