Description
This announcement was previously listed under solicitation number SP0500-03-R-0109 and has been amended to solicitation number SP0500-04-R-0024. The Defense Supply Center Philadelphia (DSCP), an inventory control point of the Defense Logistics Agency, is a combat support activity whose objective is to continue and to expand its use of unique and innovative approaches to provide focused logistics packages for Special Operational Equipment requirements of its military, federal and other authorized customers. DSCP is soliciting proposals for tailored logistics packages that, to the maximum practicable extent, will employ the techniques, advantages, and economics of commercial business practices to provide rapid response, direct vendor delivery, advanced distribution, material management, total asset/in-transit visibility and information fusion to reduce the total logistics cost to DSCP and its customers. This solicitation is the continuation of the Marine Lifesaving and Diving Prime Vendor Program. DSCP is seeking proposals from business entities interested in participating in an acquisition as a Prime Vendor for Special Operational Equipment supplies, related incidental services and training contracts for military, federal and other authorized users on a worldwide basis. The acquisition is divided into five regions that cover all potential ordering activities throughout the world. Offerors may submit a proposal for one region, a combination of regions or for all regions. The solicitation will cover current and potential DSCP military customers, federal customers and other authorized federally funded organizations. The solicitation will encompass a wide spectrum of special operational equipment and related incidental services and training. Equipment can be categorized in product classes and missions covering diving, hypebarics, lifesaving, search and rescue, tactical, personal protection, flight and deck crew safety, maritime interdiction, homeland defense and the global war on terrorism. This is a representative list of the class of products and general missions that will be covered under this solicitation and should not be considered exhaustive of all products and missions that may be covered by the solicitation. All items are brand name specific and/or generic commercial products. A Prime Vendor can be defined as the designation of s single source of supply for a wide spectrum of products provided to customers throughout the world on a direct vendor delivery basis. A Prime Vendor is an integrator of the commercial industry. Prime Vendors are required to organize and coordinate the resources of the commercial industry and through direct contact with customers and by electronic commerce in order to meet the operational demands of DSCP?s customer base. Prospective offerors should have an on-line electronic catalog and order entry system that any customer located anywhere in the world can utilize to order equipment. Prospective offerors must have Electronic Data Interchange (EDI) capability. Prospective offerors must have Electronic Data Interchange (EDI) capability. Prospective offerors must be able to link electronically to DSCP via FTP and other means in order to receive and send orders and other information such as monthly usage/sales data. The subject solicitation will be issued on an unrestricted basis with the resulting contract issued as an Indefinite Quantity Contract with a two (2) year base and five (5) one-year option periods. This will be a best value source selection acquisition in which technical merit is considered more important than price.
