Description
NA This is a synopsis for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6 through Federal Acquisition Circular (FAC) 2001-16. This requirement will be conducted using Simplified Acquisition Procedures in FAR Part 13, and Commercial Items Procedures in FAR Part 12. This procurement allows for Full and Open Competition regardless of size standard. However, if applicable the NAICS Code is 721110 and the small business size standard is no more than $6.0 million dollars. The Volpe National Transportation Systems Center (Volpe Center), an agency of the United States Department of Transportation (DOT), is providing environmental engineering and remediation support to Region 8 of the Environmental Protection Agency (EPA). The Volpe Center is currently supporting the EPA?s Libby Asbestos Removal Project by providing environmental investigation and clean-up services for residential properties and other asbestos contaminated sites in Libby, Montana. The Volpe Center requires temporary housing to relocate residents who will be affected by the removal of interior dust and vermiculite-containing insulation (VCI) from their residences during the residential removals portion of the Libby Asbestos Removal Project. Relocation may also be necessary for residents having large quantities of soil removed from their yards or nearby yards, which may pose a health risk if they remain on their property during the removal process. The residents will be temporarily relocated to hotels for the duration of the testing and clearance period s. The purpose of this action is to acquire a block of 2-5 rooms in Libby, MT for the remainder of the 2003 construction season through June, 2005. The Volpe Center requires interested offerors to reserve blocks of two (2) to five (5) rooms (single rooms as well as adjoining rooms) for periods of three nights to one month as needed throughout the remediation. The Government will notify the hotel of the actual number of rooms required by 5:00 p.m. MST the night before the rooms are needed. The hotels must meet the Government standards for temporary housing (Uniform Regulations at CFR Part 49 Section 24.2(f) entitled Replacement Housing Standards/Decent, Safe, and Sanitary Standards and Comparable Replacement Housing). The hotels must also have a rating equal to the AAA approval rating of two diamonds. Offerors shall allow for flexibility in their late check-out/early check-in procedures to accommodate relocated residents. The Government reserves the right to make multiple awards. Detailed specifications will be set forth in the solicitation. The solicitation and any documents related to this procurement will be available on the Internet on or about November 12, 2003. These documents will be available in text format and reside on a WWW server, which may be accessed using Web browsers. Offerors desiring to receive electronic notification of the solicitation?s posting and availability for downloading may register at the Volpe Center website. Contrac tors are warned that when they register to receive solicitations, amendments, and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the contractor. The Government will make no additional efforts to deliver information when the system indicates that the transmissions cannot be delivered to the email address provided. Hard copies of the solicitation and amendments will not be issued. Telephone requests will not be honored. The following is notice for informational purposed for Minority, Women-Owned, and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Short Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. Maximum line of credit is $500,000. In addition, a short-term loan program is available to provide working capital at the prime interest rate.
