- This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format listed in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. FA4621-04-Q-0011 is being issued as a Request for Quotation, which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2001-14. This acquisition is available for full and open competition. The NAICS code for this acquisition is 519120. McConnell AFB, KS plans to acquire the following items: Line Item 0001: Books, Library, Loaned. Provide a core collection of 1,400 current adult fiction and nonfiction books for patron checkout with rotation of seventy (70) new books each month as selected by the Librarian, MFG McNaugton Plan #BF-7, or equal. Line Item 0002: Books, Library, Loaned. Provide a collection of Easy books for patron checkout with rotation up to 120 points per month as selected by Librarian using a point allowance system, MFG McNaughton Plan #PC-4, or equal. Line Item 0003: Books, Library, Loanded. Provide a core collection of 200 current young adult fiction and nonfiction books for patron checkout with rotation of seventy (70) new books each month as selected by the Librarian, MFG McNaughton Plan #BY-1, or equal. The following provisions in their latest editions apply to this solicitation FAR 52.211-6, Brand Name or Equal; FAR 52.212-1 Instructions To Offerors-Commercial Items; 52.212-2 Evaluation-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. All quotes will be evaluated on capabilities and price. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Please submit with your quote a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items. The Government will award a contract to the responsible offeror whose offer is confirming to the solicitation and will be most advantageous to the Government. The FAR clauses may be viewed at http://farsite.hill.af.mil/ Contractors submitting quotes must be enrolled in the Central Contractor Registration Program (http://www.ccr.gov/). The closing date for this solicitation will be 7 November 2003, 4:00 PM Central Standard Time. Quotes may be submitted by fax or e-mail. Late quotes will not be accepted.
