***************Modification 0001**********The following paragraph 1.10 is made a part of the statement of work. 1.10. Clearances: National Agency Check (NAC) ? Contractor personnel, with access to sensitive unclassified system operations, shall have completed a favorable NAC to occupy positions with appropriate sensitivity designations and be subject to an investigation commensurate with their position?s sensitivity designation in accordance with DOD 5200.20-R. The position sensitive designation for the Clinical Coding Specialists is Automated Information Systems (AIS) Category II. The Government pays for the cost of this NAC. Processing guidance is available at the following web site: http://www.tricare.osd.mil/security/adpproc.html Sensitive unclassified systems process the following type of data: (1) Privacy Act of 1974 (2) Freedom of Information Act (3) Military Health System (MHS) procurement and proprietary data End of modification 0001*********************************** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation reference number is F7391132480200-01 and is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-16. This acquisition is 100% set-aside for small businesses. The associated NAICS code is 518210 with a $21,000,000.00 size standard. Offerors shall include all costs on the attached price schedule, Attachment 1. All responsible sources may submit a quotation, which shall be considered by the agency. The agency need is for two (2) each Clinical Coding Specialists in accordance with the attached Statement of Work, Attachment 2. Individuals are encouraged to submit a quote. The government reserves the right to make one single award or two separate awards, one award for each specialist for this requirement. Work must be performed at 437th Medical Group, Charleston AFB, SC. The basic contract period is for 10 months beginning 1 Dec 03 plus four one-year options. Offerors shall provide as a response to this solicitation: (1) a resume detailing relevant training and experience; (2) a list of at least three recent references; (3) a completed price schedule, and (4) completed FAR Clause 52.212-3. The following clauses and provisions are incorporated and will remain in full force in any resultant award. FAR 52.212-1 - Instructions to Offerors-Commercial; FAR 52.212-2 Evaluation ? Commercial Items. The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. Evaluation procedures outlined in FAR Part 12 and 13.5 shall apply to this acquisition. The following factors shall be used to evaluate offers: (1) past performance and (2) price. Past performance is significantly more important than price. The government reserves the right not to award to the lowest priced offer. If the lowest priced evaluated responsible offer is judged to have an exceptional performance risk rating, that offer represents the best value for the Government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers.
