Description
This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number FA7000-04-T-0003, in accordance with FAR Parts 12 & 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-16. The North American Industrial Classification System (NAICS) number is 423830 and the business size standard is 100 employees. The proposed acquisition is reserved for 100% small businesses. Women owned and disabled veteran owned small businesses are encouraged to submit quotes. LINE ITEM 0001 Versa-Loader, Soil Test Compressor with the following item description: EI 25-3525/02, Versa-Loader Soil Test Compressor manufactured by ELE International or an equivalent model. This is an automated unconfined compression tester used to test soil loading. It must be highly versatile and can be used for Quick Un-drained Triaxial, Unconfined Compression, CBR and soil cement testing with proper accessories. It shall have a push-button up-down stop operation with an over travel limit switch protection and an adjustable loading speed from 0.08" to 0.001" per minute. It shall be capable of 10,000 lbf. maximum load capacity. The tester should consist of: 110-220v/AC, 50/60 Hz; Unconfined Compression Test Digital; ZReadout Set, English; 2-channel digital readout; 500lb capacity S-type load cell; Axial strain transducer with 3" range; Platens and mounting hardware; 1.0 range dial indicator; 500 lb capacity proving ring. Quantity: 6 Each Unit Price $_______/each, Total Price $_______. Delivery Date: ______________. The FOB for this RFQ is Destination. Quotations received with other than FOB Destination pricing will not be considered. This is a Sole Source Only Acquisition approved in accordance with 6.302-1 (c). Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this acquisition and the following addenda applies: The provisions at 52-212-2, Evaluation--Commercial Items applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsive, responsible offeror whose technically acceptable offer conforming to the solicitation will be most advantageous to the government. The following factors shall be used to evaluate offers: Price and delivery time. Offers shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, with its offer (Attachment One). The clause 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items applies to this acquisition. Additional FAR clauses cited in the clause applicable to this acquisition are: (b) 5,13, 14, 15, 16, 17, 18, 19, 24, and 29, DFARS 252.212-7001, Contract terms and conditions required to implement status of Executive Orders applicable to Defense Acquisitions of Commercial Items, applies to this acquisition with the inclusion of the following DFARS: 252.225-7000, Buy American Act - Balance of Payments Program Certificate, 252.225-7001, Buy American Act and Balance of Payments Program, 252.225-7016, Restrictions on Research and Development, 252.225-7036, Buy American Act-North American Free Trade Agreement Implementation Act-Balance of Payments Program, 252.247-7023, Transportation of Supplies by Sea, exclusively on U.S.-flag vessels.
