Description
The Fleet and Industrial Supply Center Norfolk Detachment Philadelphia intends to solicit on an other than full and open competition basis a requirement for the U.S. Joint Forces Command?s Joint Operational Test Bed System (JOTBS) Program. Specifically, it is intended to procure unmanned aerial vehicle (UAV) flight support services to include planning coordination and engineering integration of individual UAV system?s command and control interfaces and sensor product signals. The JOTBS program is initiating a series of experiments to assess the utility of operating multiple dissimilar UAVs in a joint operational environment. The services to be provided will include the operation of dissimilar UAVs at the same time in order to analyze procedures and tactics that will optimize the use of the UAV products. This procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with AAI, Corp., Hunt Valley, MD; Advanced Ceramics Research (ACR), Inc., Tuscon, AZ, The Boeing Company, Arlington, VA; General Atomics Aeronautical Systems, San Diego, CA and Raytheon Comp., Falls Church, VA for this requirement. Each of these firms is the original equipment manufacturer (OEM) and the only source with the requisite expertise, technical data and qualified personnel of the UAVs and equipment specified below which will be required to plan and execute the series of experiments. AAI Corp. is the OEM of the Shadow UAV; ACR, Inc. is the OEM of the Silver Fox UAV; The Boeing Company is the OEM for the Scan Eagle UAV; General Atomics is the OEM for the Predator UAV and Raytheon Company is the OEM of the JOTBS? UAV ground control station known as the Engineering Development Unit (EDU)-2. Contractor support will be required during the period from 1 January 2004 through 30 September 2004. Interested persons may identify their interest and capability to respond to this requirement. This notice of intent is not a request for proposals. However, the Government will consider information received within forty-five days after the date of publication of this synopsis. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS code is 541330 and the small business size standard is $23,000,000.00. Numbered notes 22 and 26 apply.
