- This is a request for information. The Space and Naval Warfare Systems Center, Charleston (SPAWARSYSCEN, Charleston) is soliciting information from potential sources for the purpose of identifying sources for a non-developmental, commercial off the shelf, multi-channel digital audio/data recorder (DADR) system and ancillary equipment. The audio/data recorder shall be capable of recording and playing back air traffic control (ATC) communications and radar video data with all recorded data synchronized to a recorded time stamp. The radar Identify Friend or Foe (IFF) radar data is in Frequency Shift Key (FSK) data format or via an RS-232/RS-422 interface. Option of using an Automated Program Interface for automatically synchronizing audio to an external radar data source is also acceptable. The recorder/reproducer shall be expandable for audio channels and data channels separately up to at least one-hundred twenty-eight (128) audio channels and sixteen (16) data channels. This notice is for planning purposes only. If satisfactory responses are received, a solicitation may be issued for a firm fixed price type contract, for a base year with four one-year options. Responses shall be submitted to SPAWARSYSCEN, Charleston, Code 0213DK, P.O. Box 190022, North Charleston, SC 29419-9022, or by electronic mail to diane.kobs@navy.mil. (Request that name of firm be stated in subject line of e-mail message). Responses must include the following: (1) Name and address of firm, (2) Size of business including average annual revenue for the past 3 years, (3) Ownership: Large, Small Disadvantaged, 8(a) and/or Women-Owned, (4) Number of years in business, (5) Technical capability; (6) Affiliate information: parent corporation, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); (7) List of customers within the past 5 years which involved relevant work, including a summary of work performed, contract number, contact type, dollar value and customer point of contact/phone number for each reference. THIS SYNOPSIS IS FOR INFORMATION AND PLANNING PURPOSES AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION. THE GOVERNMENT RESERVES THE RIGHT TO CONSIDER ALL SMALL BUSIINESS PROGRAMS INCLUDING 8(a) OR HUBZONE SMALL BUSINESSES BASED ON RESPONSES HERETO. THE APPLICABLE NAICS CODE IS 334511 WITH A SIZE STANDARD OF 750 EMPLOYEES. CLOSING DATE FOR RESPONSES IS 14 NOVEMBER 2003.
