Description
Anticipated date for release of RFP is changed to 25 November 2003 with proposals due approximately 60 days after issuance. SPAWARSYSCEN Charleston intends to issue a solicitation for system engineering, software development, configuration management, test, fleet introduction, product improvement, quality assurance, logistic, and life cycle management support for various C4ISR requirements, programs, and projects, as tasked by multiple Department of Defense (DOD) and other Federal Agencies, during critical periods from system conception through system operation. Services are required for a period of one year with four one-year options to extend the term of the contract. In addition, an incentive for up to five award term years will be included. The Government anticipates award of an indefinite-delivery, indefinite-quantity, Cost-Plus-Fixed-Fee type contract. The solicitation will be issued on an unrestricted basis. The applicable NAICS code is 541330 with a size standard of $23 million in annual receipts. Performance will be at SPAWAR Systems Center Charleston, SC and SPAWAR Lexington Park, MD Offices. The RFP will be transmitted via the Internet on the world wide web (www). The RFP/Solicitaton will only be available by www access through the SPAWAR public access on line Contracts Information System. The uniform resources locator (url) addess is http://e-commerce.spawar.navy.mil. This solicitation is the result of Market Survey MKTSVY 1A686 dated 07 May 2003. Once the solicitation is posted, it is incumbent upon all interested parties to review this site frequently for updates/amendments to any and all documents. No paper copies will be issued. No telephone inquiries for the RFP will be honored. It is the responsibility of the recipient of the solicitation to ensure that it and subsequent amendments have been received from the Internet in their entirety. SPAWAR Systems Center Charleston bears no responsibility for data errors resulting from transmission or the conversion process. It is anticipated that the solicitation will be available by 25 November 2003 on the SPAWARSYSCEN Charleston RFP web page address listed below.
