- The purpose of this modification is to address Questions and Answers submitted in response to Solicitations Number USSS040001, USSS040002 and USSS040003 1) Can you be more specific about how the programs are differentiated? Other than the Line Item 0001 for each solicitation, the descriptions are the same. These courses are currently provided by 3 different vendors, which provides the USSS 3 perspectives on common topics. We are looking for 3 different perspectives that focus on each course topic. 2) How are audiences for each of the programs different? All three courses may be presented to the audiences described in the Solicitation under GENERAL STIPULATIONS. 3) Topics have been identified but they are the same topics for each of the three solicitations. Do you want the same topics covered in each course only at a different level depending on the audience? See Question #1 above. 4) Can you describe the learning objectives for each of the programs? It is expected that the vendor will provide the learning objectives as part of the instructional materials. 5) Solicitation USSO40001, Practical Leadership Course, stipulates in Line Item 0001 "Six (6) three-day courses on Leadership School..., and Line Item 0002, Four (2) day courses on Performance Management, however all of the dates you have identified for delivery are for 3 days. The Performance Management course is meant to be a 2 day course. Preference would be for the first 2 days of the 3 days listed as delivery dates. 6) Can you clarify when the 3 day programs are and when the 2 day programs are to be delivered? Reference question #5 above. 7) Can you explain what is meant by "Leadership School"? ?Leadership School? is a generic term to describe a course that deals with the principles, theories and practices of leadership. 8) The GENERAL STIPULATIONS indicate that vendors shall submit copies of all syllabi, lesson plans and instructional materials as part of the proposal, but at the end of the solicitation it indicates that all proposals must contain..."detailed technical description for each course". If we submit a detailed description and sample material would that suffice, or do you want the entire course? The information shall be submitted in accordance with the solicitation ?detailed technical description for each course?. 9) It is requested that written proposals be faxed or emailed. However, if you are requiring all of the instructional material, that is a lot to fax. Can we send FedX? If so, what is correct street address? As listed in the solicitation ?Please fax proposals to (202) 406-6801, Attn: Simona Pickett?. 10) Can we propose a tailored approach to the courses or are you looking for off-the-shelf programs? Yes, the offeror?s are to propose a tailored approach which corresponds with the GENERAL and ACADEMIC STIPULATIONS listed in the solicitation. 11) We often research and write case studies that are specific to the unique agency we are working with and find that it increases the impact on participants. Would it be acceptable to propose this? Please refer to the solicitation under GENERAL STIPULATIONS. 12) What are the criteria for applicants? Please refer to the solicitation under GENERAL STIPULATIONS. 13) Is this the only SOW or will there be a more detailed SOW forthcoming? As stated in the solicitation, ?This announcement constitutes the only request for proposals; only e-mail requests for the detailed Form 3154 (Managerial Competencies), as required under this solicitation will be accepted. 14) Has this training been conducted previously and if so, who is the incumbent contractor(s)? Yes, this training has been conducted previously. The incumbent contractors are Potomac Training Associates, located in Potomac, Maryland (Introduction to Supervision); Bay Area Management located in Hollywood, FL (Practical Leadership); and Leadership Training Associates located in Baltimore, MD (Leadership School and Performance Management). 15) Similarly, can you provide us with information that will describe why these services are not being provided by an internal source? The USSS has chosen to outsource these items because there are no internal sources capable of providing these services. 16) Have participants received any similar training in the past, or is this a new requirement? Some participants have received similar training in the past, but there will be recipient?s receiving this training for the first time. No, this is not a new requirement. 17) Is there any driving force behind this requirement, for example, is this training the response to a needs assessment that was conducted The solicitation is in response to a USSS requirement for this type of training. 18) What outcomes are expected as a result of this training -- beyond simply addressing the topical areas listed in your RFP? The desired outcome for this course is specified under ACADEMIC STIPULATION of the solicitation.
