Description
The US Army Contracting Agency at Picatinny Arsenal, NJ is conducting a market survey of industry to identify sources that are able to meet specific criteria for the establishment of an ARDEC knowledgebase through the expansion of the current knowledgebase developed at ARDEC for the Product Manager, Mortars. The current Mortar Knowledgebase System at ARDEC, possesses embedded technical knowledge, including Engineering data on armaments systems and associated technical information such as descriptive data and failure analysis data. Interested parties must possess the personnel skill groups, such as Engineering and Scientists with subject matter expertise in armament systems, ammunition systems, energetics materials, producibility and testability expertise necessary to complete this effort. Additionally, an intimate knowledge of the Mortar Knowledge base system architecture, data structure, data contents and mechanics of the data retrieval system and search functions, is required. Personnel shall also possess a complete understanding of the Mortar Knowledgebase unique embedded search functions, database structure, web integration and report functions. Additional requirements include enhancements to the current system including intra database interactions and hierarchy between commodity areas, embedded search functions for multiple commodities, data integration functions for multiple commodities, data storage functions for multiple commodities, database structure for multiple commodities, web integration and report functions for multiple commodities within the current system structure. This requirement shall provide turnkey development to TACOM- ARDEC of a complete ARDEC Knowledgebase architecture and information retrieval system. The initiative provides for the establishment of an ARDEC Knowledgebase through the expansion of the current knowledgebase developed at ARDEC for the Product Manager, Mortars. The Mortars Knowledgebase, developed for ARDEC, will provide the foundation for this initiative. This effort will require database development and integration including retrieval ware, working knowledge of the Army weapon systems currently supported by ARDEC ordnance and weapons personnel, specific knowledge of the safety and environmental issues related to US Army weapons systems and ammunition, software development, enhancement and specification, server allocation requirements and procurement, technical information integration onto the hardware platform in an easily accessible user-friendly format, technical and user manual preparation, initial customer/user training, on-going classroom training as required, and the establishment of a formal process that defines how users access the Knowledgebase on a daily basis. Explanations of this defined work process will be part of the user training process. The ARDEC Knowledgebase shall be easily maintained by the government or a designated representative. At the conclusion of this effort, all content of the system will be available for US Army use, and any designated Army user will be capable of utilizing its capabilities. This survey is not a procurement action but simply an inquiry for interest from capable, responsible sources. There will be no compensation by the U.S. Government for your response. Interested parties must submit information that will demonstrate superior understanding and ability to provide the services and products outlined above. Additionally, interested parties should also provide the following information: 1. Identify your current Business Structure: a. Name of Company ? include a contact person?s name, company address, telephone number, email address, CAGE code and Duns Number; b. Company Size (please verify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business; c. Describe your parent company and subsidiaries (if applicable), corporate evolution, fiscal stability and other relevant factors. If your organization does not have adequate resources (technical, personnel, etc) available, identify what type of sub- tiervendors or subcontractors your organization would partner with and the time frame for creating any business relationship. 2. Identify your organizations expertise and experience in the required armament commodities. 3. Identify your organization?s Facilities, Equipment, Success stories, unique capabilities, and Customer Service/Satisfaction. 4. Identify your organizations current and previous experiences with similar systems. Your answer should address the following: a. What Government and commercial contracts/items and what period of performance; b. Whether the contracts have been satisfied. The statement provided should address, at a minimum, the information requested above as well as the items delineated under the numbered note indicated below, and is to be provided in writing via email to bscherr@pica.army.mil or tjensen@pica.army.mil and received by COB 10 November, 2003. All responses and/or questions must be in writing. This market survey is for information and planning purposes only and is not to be construed as a commitment by the Government. It does not constitute a Request for Proposal and the Government will not reimburse the costs incurred for providing this information. See Numbered Note 25.
