- NA This solicitation is unrestricted. This is a two-step procurement. Estimated cost of construction is $1,000,000.00 to $5,000,000.00. The assigned NAICS is 236210 with a size standard of $28,500,000.00. Construction completion is 270 calendar days. Pro jects consists of reconfiguration/upgrade of existing vehicle control points and pedestrian gates to incldue renovation of existing visitor control center; inspection canopies; guard boothes; lane control; vehicle barriers; relocation of existing bus shel ters; road, parking, and traffic circulation improvements; additional parking areas; related sitework; and utilities. The project will be advertised as a Request for Proposal (RFP). Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Award will be made to the technically acceptable offeror with the lowest price. The evaluation will consist of a two step process, to include at least Past Experience and Past Performance. The evaluation criteria will be in the solicitation package. All responsible sources may submit a proposal, which shall be considered by the agency. Large business firms that are selected to compete in Phase II are required to submit a subcontracting plan at the time for recei pt of their proposals.. The subcontracting goals are 60% for small business, 20% for small disadvantaged business, 10% for women owned small business, 3% for Hubzone small businesses and 3% for veteran-owned and 3% for service disabled veteran-owned small businesses. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. Without SBA SDB certification, a prime contractor nor a federal agency can receive SDB credit when utilizing non-certified SDB contractors/subcontractors. For Phase I, contra ctors are to register to be placed on the Bidders/offerors mailing lists by going to website: https://ebs.nab.usace.army.mil . Contractors may view and/or download solicitation information from this internet site. Solicitation for Phase I to be issued o/a 13 November 2003, with Phase I proposals due o/a 12 December 2003.
