Description
NA ARKANSAS RIVER FISH AND HABITAT RESTORATION PROJECT, Section 206, Pueblo County, Pueblo, Colorado. The proposed procurement is unrestricted, open to both large and small business concerns. NAICS is 237990/SIC 1629, with a size standard of $28,500,000.00. The magnitude of construction is between $1,000,000.00 and $5,000,000.00. Bonding will be required for this acquisition. The offerors attention is directed to Section 00100 in the Solicitation for information regarding the tour of the site. Plans wil l be issued on or about November 14, 2003, with proposals due on or about December 17, 2003. Large business firms are required to submit a subcontracting plan with the following minimum goals: 57.2% for small business; 8.9% for small disadvantaged busin ess; 8.1% for women-owned small business; 3.0% for HUBZone small business; and 3.0% for service-disabled veteran-owned small business. All real estate interest have not been acquired on this project; therefore, any award is contingent upon obtaining all a ppropriate real estate interests. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation, or final award process, and is subject to the availability of funds. THE PROJECT CONSISTS of clearing and grubbing of salt cedar in several areas adjacent to the river; installation of 'J' hooks, 'W' weirs, 'V' weirs, large boulder (rock) clusters and cross vanes throughout the length of the project (approx. 10 miles); cons truction of geosynthetic reinforced soil slopes (vegetative bars); fish lunkers, riprap layers to protect existing river banks from erosion; a fish passage 2500 feet in length and removal of invasive vegetation plantings along the river. THE PROJECT will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best overall value to the Government. Proposed procurement will result in a fixed-price contract. This solicitation will be issued using electronic bid sets (EBS) and provided on compact disks-read only (CD-ROM) at no charge to all registered plan holders. Any prospective offeror interested in proposing on this solicitation must register to be placed on the Plan Holders List. If you are not registered, the United States Government is not responsible for providing you with notification of any changes to this solicitation. Bidders shall self- register on the Internet. THE REGISTRATION PROCEDURE IS AS FOLLOWS: At the Albuquerque District, US Army Corps of Engineers home page at website, http://www.spa.usace.army.mil, find Doing Business With Us and click on Advertised Solicitations. On this s creen that is entitled, EBS Albuquerque District, click on the solicitation number you are interested in. On the following screen, find Solicitation Registration, and click on Register For This Solicitation. If you have not previously registered, click o n New User and follow the instructions for Login Information. This will require you to establish a user name and password. The same user name and password may be used to register for other projects in the system without having to repeat the entire regist ration process. When you register for the Plan Holders List, please complete all requested information. After completing the registration process for this solicitation, verify that your firms name appears on the associated Pla n Holders List.
