- Description
- Carderock Division, Naval Surface Warfare Center (NSWCCD) has the responsibility for design, development, test, and validation of all measurement arrays and processing systems for accomplishing radiated noise measurements on full-scale submarines. NSWCCD has the need for engineering support in this area and intends to issue under FAR Part 13 procedures, a purchase order through other than full and open competition under the authority of FAR 6.301-2, to Applied Hydro Acoustics Research Inc (AHARI) to provide as the main objective of this task, support for NSWCCD efforts to test and validate the new High Gain Measurement System (HGMS) at the South East Alaska Acoustic Measurement Facility (SEAFAC). To perform this support, the contractor shall perform planning and coordination of the integration, test, and validation phases of the HGMS development. Applied Hydro Acoustics Researc h, Inc., is uniquely qualified to support range validation at SEAFAC from over 20 years experience in supporting range validation efforts at NSWCCD measurement ranges, including SEAFAC in Alaska. AHARI has participated in numerous range validation investigations, including certification of the AMFIP High Gain Arrays (HGA) off of USNS HAYES in the Bahamas (1996), validation of the SEAFAC RESAS arrays (1994) the initial LSV range certification on alpha array (1987), complete range certification (1988 ? 1990), range measurement error investigations (1993 and 1997), and a range accuracy test (1999 and 2000). AHARI personnel possess an intimate familiarity with the measurement systems and calibration equipment used at NSWCD range measurement facilities and the level of experience required to quantify system measurement accuracy within error bounds required to support US NAVY submar ine vulnerability assessments. This purchase shall be negotiated in accordance with the authority of 41 U.S.C. 2152 (c)(1) - Only one responsible source with unique capabilities. THIS IS NOT A REQUEST QUOTATION.
