- NASA/GSFC plans to issue a Request for Quotations (RFQ) RFQ4200027366-000-GCH for the following Commercial services: The services of a DeHavilland Twin Otter Aircraft, or equal with the demonstrated safety and performance characteristics of a Twin Otter for a one year period, for use as a remote sensing platform in support of various NASA projects or missions such as instrument development and scientific application experiments with specific research goals and objectives. The contractor shall be tasked by NASA with flight missions as needed and shall work directly with research teams to integrate and fly the scientific payload(s) to achieve the research objectives within the limits of the task order schedules and flight-hour budgets. The contractor shall provide the aircraft on a task, daily, and/or flight hour basis. The contractor shall supply all personnel, flight-crews, parts, materials, safety equipment, and fuel necessary to support the aircraft during mission periods. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government intends to acquire a commercial item using FAR PART 12. The NAICS Code and Size Standard are 481219 and $5,000,000.00, respectively. The DPAS Rating for this procurement is D0-C9. The anticipated release date of RFQ4200027366-000-GCH is on or about November 21, 2003 with an anticipated due date of on or about December 12, 2003. All responsible sources may submit a request for a copy of the request for quote. An ombudsman has been appointed. See NASA Specific Note "B". The solicitation and any documents related to this procurement will "NOT" be available over the Internet. Prospective offerors shall notify this office of their intent to request a copy of the Request for Quote. It is the offeror's responsibility to monitor the Internet site for any changes in this synopsis, (if any).
