- Description
- The purpose of this notice is to (1) provide a revised DHS SPIRIT acquisition milestone schedule, (2) provide a revision to the anticipated labor category strategy for SPIRIT contracts and an updated list of the anticipated core labor categories for each functional area, and (3) provide an update on the Online Representations and Certifications Application (ORCA). Due to the complexities and size of this project, preparation of the Request for Proposal (RFP) and associated procurement documents has taken longer than originally planned. In addition, the issues with the 8(a) strategy have not yet been resolved with SBA. DHS SPIRIT acquisition milestones have been revised as follows: The RFP is anticipated to be released no earlier than January 5, 2004 with proposals being due February 23, 2004. Contracts are anticipated to be awarded in June 2004. Contractors will be required to propose on government identified core labor categories for each functional area in which they are competing. The list of core labor categories for each functional area has been expanded. Contractors will no longer need to propose additional labor categories as part of their proposal for SPIRIT contracts. However, should additional labor categories be required to propose on individual task orders subsequent to SPIRIT contract awards, the SPIRIT Contracting Officer will conduct the necessary negotiations with SPIRIT contract holders. We have been advised that the problems some contractors have been experiencing with the Online Representations and Certifications Application (ORCA) have been corrected. However, if you continue to experience difficulties with ORCA, please let us know immediately. The information on ORCA as provided in a previous SPIRIT FedBizOpps update is repeated here for your reference. ORCA will be used to retrieve offerors annual Representations and Certifications (Section K of the RFP) for this acquisition. An abridged Section K will be included in the solicitation for contract-specific and/or agency-specific Representations and Certifications, if applicable. ORCA can be accessed using the Business Partner Network (BPN) web site: www.bpn.gov. There is a direct link to ORCA on the left of the BPN home page. Select either Vendor or Public, and then select Help to access the ORCA Handbook, Frequently Asked Questions, and the ORCA Background. All further SPIRIT project information, including the RFP, will be posted on this site as it becomes available. We will also post a notice ten days before the actual release of the RFP.
