Description
C -- The Agricultural Research Service (ARS), USDA, has a requirement for an Indefinite Quantity Contract (IQC) for architectural and engineering services for repair/maintenance, alteration, and new construction projects in the Midwest Area (MWA), which includes the States of Illinois, Indiana, Iowa, Michigan, Minnesota, Missouri, Ohio, and Wisconsin. The Government may award multiple IQC contracts to firms located within the Midwest Area. Firms will be required to provide professional services in the disciplines of architecture, structural, civil, mechanical, and electrical engineering for pre-design, design, and post design services. The contract term will be for a 1-year base period, with four 1-year optional periods. The A-E services shall include, but not be limited to: energy-related studies, environmental assessments, surveys, investigative reports, concept studies, geotechnical investigations, asbestos abatement, life cycle cost analyses, design criteria development, designs, analyses, drawings, specifications, detailed costs estimates, bid evaluations, shop drawing review and approval, construction monitoring and inspections, design review services, and other related tasks as required. The Government agrees to obtain under the contract, a minimum of $1,000 of professional services per year. The maximum dollar value of services to be obtained under the contract shall not exceed $2,000,000 per year. Evaluation of firms will be made on the following criteria (all factors being of equal weight): (a) Professional qualifications necessary for satisfactory performance of required services (b) Specialized experience and technical competence in the type of work required, including laboratory design; (c) Past performance on contracts with Government Agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (d) Staffing and equipment, and volume and nature of present workload as it relates to the ability to perform the work in a timely manner, project coordination, management skills, and team experience, (e) Geographic location of principle office should be located within a 75 mile radius to Peoria, Illinois. Firms meeting the requirements, are invited to submit four (4) copies of their Standard Forms 254's and 255's, with appropriate data (See Note 24), by 2:30 p.m., local time, December 16, 2003. Offerors are encouraged to submit their proposals via overnight/express mail since USPS mail is being delayed due to the procedures being utilized for the decontamination process. This solicitation is a total small business set-aside. NAICS assigned is 54131. This is NOT a request for proposal.
