Description
The contractor shall provide all labor, equipment, supplies, and services necessary to complete a forest scale Roads Analysis for the Thunder Basin National Grassland (TBNG) as described in Forest Service Manual 7712.1. ?Conducted by an interdisciplinary team, the science-based roads analysis process provides Responsible Officials with critical information needed to identify and manage a minimum road system that is safe and responsive to public needs and desires, is affordable and efficient, has minimal adverse effects on ecological processes and ecosystem health, diversity, and productivity of the land, and is in balance with available funding for needed management actions.? The authorized roads analysis process to be followed is described in ?Roads Analysis: Informing Decisions about Managing the National Forest Transportation System? (USDA Forest Service, 1999, Misc. Report FS-643.) All electronic documents submitted by the contractor shall be compatible with MS Office 2000 Software. Geospatial products shall be created or edited using any of the following: ArcView version 3.2a or more recent, ArcGIS version 8.1.2 or more recent, and Arc/Info version 8.1.2 or more recent. The Government will provide GIS spatial datasets in ARC/INFO export (.e00) format. The TBNG occupies over 572,000 acres in a mosaic of state, federal, and private lands totaling over 1.8 million acres. It is located in the northeast portion of the State of Wyoming. The transportation system consists of 220 miles of roads under Forest Service ownership that are managed for low-clearance vehicle use. The analysis will concentrate on these roads. There are also about 1,640 miles of lower standard local roads under Forest Service ownership. These roads, as well as roads under other than Forest Service ownership shall be considered in the analysis to the extent they affect the issues being addressed. The major traffic generators and influences on the transportation system of the grassland are: Commercial traffic associated with mining and oil and gas development; ranching; recreation; and private land access. Completion date for this contract is June 15, 2004. Offerors must be registered in the Central Contractor Registration (CCR) System.
