Description
The U. S. Department of Commerce, National Oceanic Atmospheric Administration (NOAA), National Weather Service (NWS) requires security improvements for the Guaranty Office Building where the Tulsa NWS office is located. The C-Cure 800 is the NWS standardized security software system that is being implemented nationwide and no substitutions of like brands will be considered. The security improvements include the following elements: 1. Provide equipment and installation for the Camera System: 6 cameras (2 PTZ, 4 stationary) and associated equipment which may include: housing, fans/heaters, mounts, low light lenses for outside cameras, power supply units, cable and wiring, a 320 GB Digital Recording System, as well as a Keyboard and Joystick for camera control. The camera system installation and specific details of the camera locations and capabilities of the DVR system are as follows: a. Stationary cameras to monitor both entrances to building (2 cameras) - Refer to the pictures labeled East Entrance.jpg and West Entrance.jpg. (Pictures available upon request.) b. Pan Tilt Zoom Cameras to monitor the two parking lots (1 on the west side of the building and 1 on the south side of the building) - Refer to the pictures labeled West Roof.jpg and South Roof.jpg. (Pictures available upon request.) c. Stationary Cameras to monitor the open area on the 3rd floor (2 cameras - the elevator and area leading to the front door of the office) - Refer to the pictures labeled 3rd floor hallway1.jpg, 3rd floor hallway2.jpg, 3rd floor hallway3.jpg, and 3rd floor hallway4.jpg. (Pictures available upon request.) d. Digital recording system for the cameras with the following capabilities: 1) direct interfaces with our networked PC's for viewing in web browsers (IE and Netscape), 2) Can hold 30 days of data storage, and 3) Allows for CD archiving of recorded images. 2. Provide cable and labor to run the cable from the 1st floor door to the 3rd floor phone system for the Intercom unit (NWS staff will provide and install the unit which is compatible to the Norstar Phone System.) a. Location - One panel at the main building door on the 1st floor next to the card access reader. (Facing the west parking lot)- Refer to the picture labeled West Entrance.jpg. 3. Provide equipment and installation for a Card Reader System. This includes the C-Cure 800 Software system, stand alone PC with monitor for the C-Cure system, 9 proximity card readers, and associated equipment which may include magnetic locks, electric strikes, switches, power supplies for reader and magnetic locks, emergency push button exits, request to exit motion sensors, fire alarm interfaces, Reader memory and Coupler Module, backup batteries, as well as programming and training. Details and specifications of the card reader system and the location of the readers are as follows: a. C-Cure 800 security management system (includes software and PC) b. Card Readers (Locations) 1) 1 for the main building door on the 1st floor facing the west parking lot. 2) 1 for main NWS office door. 3) 1 for an elevator (This card reader will need to be programmed to allow for free access during business hour operations and then only card access during non-business hours. Note: the current elevator software system will need to be upgrade in order to add the card reader functionality.) 4) 3 for the other secondary doors leading into the NWS office (operations area, ET shop, Annex) 5) 1 for women's restroom. 6) 1 for card entry from the stairwell. 7) 1 for the door leading from the computer room to the main operational area. 4. Provide and install a Security lock (Crash Bar) for "the typically unused" Fire Exit for the north stairwell 5. Provide and coordinate upgrades to the Elevator system to support a Card Access reader. 6. Provide an estimate for Warranty and service for 1 year for the camera and card access system with an option to renew on a yearly basis. Specifics of the Warranty and Service Agreement must meet the following minimum requirements. a. Availability - Included 365 days per year, 24 hours per day. b. Response Time Range - 2 to 4 hours following the service call request. c. Response Status - Priority Response (which means our call goes to the top of the list) d. Defective Equipment - Equipment will be replaced with loaner equipment and resolution of the problem will be within 24 hours of the service call. e. Parts Coverage - All parts. f. Labor Coverage -All labor. g. Loaner Equipment. If the technician is not able to repair the faulty equipment on site then a loaner piece of equipment is installed to keep the system up and running. If the defective equipment can be repaired, it will be fixed and returned to our site. h. Preventative Maintenance - Performed semi-annually. The proposed procurement is a 100% Small Business Set-Aside. The Department of Labor Standard Wage Rates applies and is available upon request. This procurement is being conducted per FAR Part 12, Acquisition of Commercial Items (NTE 100K) as a combined notice/solicitation. Electronic pictures of the proposed installation areas are available by e-mail request. Written quotes will be received up until the close of business on November 18, 2003.
