Description
NA Project Manager Signals Warfare is conducting a Market Survey to identify companies with the capability of implementing X-MIDAS software applications to upgrade Guardrail Common Sensor (GRCS) Systems 1, 2, 3 and 4. Specifically: Integrate a wide band spectrum monitoring capability and signal exploitation capability effective for traditional and non-traditional communication signals. It shall be achieved by migrating the X-MIDAS software application to the GRCS 1, 2 , 3 and 4 systems. The frequency range shall be extended for the GRCS systems to accommodate this requirement. Procurement of sufficient B-kit hardware and spares to configure and support all RC-12 mission aircraft. The B-kit shall include a complete r eceiver/processor chain composed of, RF converter, sub-band tuner and digital processing equipment. Support the System Integrator (SI) in the design and production of the necessary aircraft A-kit hardware to include all internal and external cabling, and rack provisioning. The development of exploitation software for new signals of interest not currently covered in the X-MIDAS library. Provide support to the SI on the development of a technical and program plan that describes the overall work effort fro m project start to completion. Provide support to the SI and the Government Software Engineering Center (SEC) on the development and modification of the host GRCS software baseline required to effectively operate the new capabilities provided by the X-MID AS ??????tool kit??????. Software modification shall include the ability to mission plan, task, report, and archive. Support the SI to assure that the timing of the X-MIDAS integration matches with some of the other capabilities that will be fielded as p art of the larger Guardian Eagle program. Provide support to the SI and Government SEC on the development of Human Machine Interface, HMI, and Display software tools required for user-friendly operation of the X-MIDAS capabilities. Provide support to the SI as required to perform all systems engineering needed to ensure total system integrity and proper system performance of the Counter Terrorist Upgrades (CTU) and to maintain the baseline GRCS system performance. Provide support to the SI as required to conduct operator and maintenance training at the field locations (OCONUS and/or CONUS sites) and assist in the development of a support package adequate to field and maintain of the sub-systems. Provide Field Service Representative (FSR) support at the G RCS system sites for a period of (1) one year and provide priced option for an additional (2) two years of FSR support. Support the SI as required to develop the necessary security accreditation documentation and to support the security accreditation test ing and approval process. Provide responsibility for supporting end item testing of the upgrades prior to field installation, support the field installation, and conduct final sub-system Government acceptance. Provide support to the SI as necessary on th e development of EMI/EMC and safety compliance documentation to ensure obtaining an air-worthiness release certification. Provide support to the SI as required on the field installation and testing of the sub-system A and B kits. This support shall inclu de both aircraft and ground station components. Field locations will be OCONUS and CONUS. Provide assistance to the SI on the development of a Site Acceptance test procedures to verify proper operation of the installed capabilities both at the aircraft a nd IPF. This shall include both ground and in-flight tests. Develop maintenance documentation for the B-Kit sub-system in contractor format. This documentation shall include as a minimum, installation and removal drawings and instructions, pre-flight an d troubleshooting information, and repair and support procedures. Conduct operator and maintenance training on the X-MIDAS B-Kit sub-system at CONUS and/or OCONUS Locations. Produce operator tra ining documentation. This documentation shall provide ??????step by step?????? procedures in sufficient detail required to conduct X-MIDAS refresher training using military instructors. Support Government sponsored meetings with the user for coordination of field installation and support. Support on an ??????as needed?????? basis system level test and verification activities. Support technical interchange meetings. Potential bidders are required to have detailed knowledge of GRCS hardware/software so they can intelligently and adequately design, develop, integrate, test and field new capabilities listed herein. Must be able to, without long ramp up times be able to react to new Government tasking and implement in QRC fashion. The contractors have to understand the GRCS operation and how the GRCS system performs its mission. The potential bidders shall have GRCS integration experience and relevant knowledge with X-M IDAS applications, which run on a Linux operating system in PC based hardware. Also, they should have recent relevant experience in areas of GRCS aircraft integration, air-worthiness, safety of flight, security system features, integration with a wide ban d data link and remote/split base operations. All hardware and software using commercial products must meet the requirements of a Network Centric Architecture.
