Description
NA NOTE: Any prospective bidder/offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil/. Contractors may view and/or download this solicitation and all amendments from the internet after solicitation issuance. Description of Work: This solicitation is for the accomplishment of construction an approximately 58,000 square feet aircraft maintenance hangar. The hangar is to house two C-130J model aircraft in separate bays; on e bay is for aircraft fuel cell system repairs/testing, and the other is for general purpose maintenance. Some of the notable features included in the new hangar are overhead bridge crane, fire sprinkler and high expansion foam suppression systems; compre ssed air for service and breathing; fall protection; climate control for fuel cell maintenance, and relocation of existing 115-feet tall light poles and existing environmental remediation wells and piping, and reconfiguration of aircraft parking apron acce ss road. Options may be included for potential removal of fuel-contaminated soil and for internal camera security system. Also included is interior ancillary support space, as well as all site development requirements/improvements, and a 6,000 sq. ft. wa rehouse (on Pope AFB, but at a separate location from the hangar) to replace one that is to be demolished at the hangar site. The RFP also will include renovations to an existing aircraft maintenance hangar (approximately 67,000 sq. ft.) Work includes as bestos and lead-based paint abatement, replacement fire sprinkler system with new service and a new high expansion foam fire suppression system; repairs to existing hangar doors (motors, wheels, seals etc.); rework of electrical, compressed air, and commun ications infrastructure; installation/removal of overhead bridge cranes; renovation of administrative space. Options may include hangar door control systems, hangar door window replacement (approx. 8,600 Sq Ft.), optional overhead bridge cranes; motorized overhead doors; directional boring of utility crossings of existing street. The project will be solicited and procured using a Performance-Price Trade-Off (PPT) Request for Proposals (RFP) in accordance with Federal Acquisition Regulation (FAR) Part 15.1 01-1. Offerors are required to submit a price and technical proposal. Award will be made to an offeror whose technical submittal and price proposal contain the combination of the criteria requested that offer the best value to the Government. The techni cal proposal will be evaluated using the following factors: 1) Construction Past Performance; 2) Corporate Relevant Specialized Experience; 3) Management Effectiveness and 4) Construction Duration. The estimated cost of the project is between 10,000,000 .00 to $25,000,000.00. Network Analysis will be required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988. This solicitation will be issued in electronic format only and will also b e available on or about November 13, 2003. Notification of amendments will be through the use of the internet.
