- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 13 with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation ? A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number N00181-04-Q-0023 applies and quotations are being requested. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-17 and the Defense Federal Acquisition Regulations Supplement 1998 Ed. Norfolk Naval Shipyard anticipates issuing a firm fixed-price contract for 1500 ft of 1-1/2 inch FEP (fluorinated ethylene propylene) hose. Home hose P/N BH150 or Flexible Component hose P/N TLCT 1-1/2 OR EQUAL(*See note below).Ordering data: Qty: Thirty (30)each, 50 ft sections (1500 ft total) 1-1/2 inch FEP hose without end fittings; Teflon smooth lining wire reinforced spring steel helix built-in, reinforced with multiple plies of synthetic fabric, suction service to 28 inches of mercury, 1-1/2 inch ID x 2 inch minimum OD, working pressure 100 PSI minimum, bend radius 16 inches, temp rating 225 deg F continuous with 250 deg F intermittent. Hoses shall meet the following test criteria: A) Detrimental Materials Test - samples of the hose product shall be tested by filling a twelve inch minimum section for each lot of hose with pure water meeting the distilled water for hose test requirements listed below and sealing the hose in a manner that will not contaminate the water. Store the hose for six days at 120 +/- 10 deg F. At the end of the six days, analyze the water in the hose for total leachable organic carbon, halides, and halogenated organics. The water from the test shall meet the following criteria: Leachable Organic Carbon (max) 8.0 ppm; Leachable Halides (max) 0.8 ppm; Leachable Halogentated Organics (max) 0.4 ppm. Distilled water quality parameters and limits for hose test: Conductivity (max) 2.5 umhos/cm; pH 6.0 - 8.0; chloride (max) 0.2 ppm; visual clarity - no turbidity, oil or sediment; silica (max) 0.2 ppm. B) Crimp Test - test hose reinforcement for its ability to resist crimping at the minimum bend radius; C) Certificate of Compliance: Successful offeror shall submit, for each lot of hoses, two (2) sets of written Certificate of Compliance support by Test Data sheets verifying satisfactory test results. NNSY shall review test data/certification records prior to final acceptance of material by the Government. In the event that any lot of hose is found to be deficient/defective, it will be rejected. For purposes of identification, the lot number shall be stenciled or embossed on EACH length of hose. *All parties offering on material other than the specific P/N's listed herein, MUST include sufficient specification literature/data to ensure that a complete technical evaluation may be made of the product offered. Failure to provide adequate evaluation data, may render an offer non-responsive. DFARS 252.204-7004 REQUIRED CENTRAL REGISTRATION APPLIES. Lack of registration in the CCR database will make an offeror/quoter INELIGIBLE FOR AWARD. Information can be obtained through Internet @ http://ccr/edi.disa.mil. The following provision/clauses are applicable: FAR 52.212-1, FAR 52.212-2 (offers will be evaluated on price and technical compliance); 52.212-3, 52.212-4, 52.212-5, (52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.223-9, 52.232-33 incorporated) ADDENDA: DFAR 252.212-7001(252.225-7001 incorporated) A COMPLETED CERTIFICATION AS REQUIRED BY FAR 52.212-3 SHALL ACCOMPANY ALL RESPONSES TO THIS SOLICITATION. Reponses to this solicitation shall be evaluated for fair and reasonable prices, technical acceptability, adherence to applicable clauses/provisions, required delivery schedule and a satisfactory past performance record. Parties responding to this solicitation may submit their quotation in accordance with their standard commercial practice (e.g. company letterhead, formal quote form etc) but MUST include the following information: 1) Complete company name, mailing and remittance address 2) Prompt payment terms 3) Delivery schedule 4) Taxpayer ID number 5) ALL COMPLETED CERTIFICATIONS AS REQUIRED HEREIN - SPECIFICALLY THOSE FOUND IN 52.212-3. All deliverables shall be FOB Destination, NNSY, Portsmouth, VA 23709-5000. Delivery is required on or before 12 Dec 2003. All quotations must be received by this office NLT 12:00 PM (Local Time), 12 November 2003.
