- NAICS Code: 541620 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR NON-COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is UUX119, and the solicitation is being issued as a Request for Quotation (RFQ). The associated North American Industry Classification System (NAICS) Code 541620, which has a size standard of $6 million to qualify as a small business, is applicable. This solicitation is 100 percent set aside for small business. A firm, fixed-price purchase order is anticipated to result from the award of this solicitation. The contractor shall focus their efforts in two primary areas. One is to provide background information, coordinate input and make recommendations to EPA that identify and articulate efforts within the Agency that support the goals of a global environmental observing system. The second focus area pertains to EPA's role and responsibilities in developing and implementing with NOAA a joint program for operational air quality forecasting. Performance period will extend from date of award to 09/30/04. Task 1. Earth Observation Strategy. The proposed earth observing system is an outcome of the July 31, 2003, multinational Earth Observation Summit that was held in Washington, DC. The contractor shall coordinate with and provide background information to other federal agencies developing a US position on the global monitoring strategy, and shall make recommendations to EPA regarding the development of a cohesive monitoring strategy involving international Summit partners that meet the goals and needs outlined in the background statement for this task. In particular, the contractor shall: 1. Focus his/her recommendations on atmospheric observation systems for rural and urban air quality and the meteorological parameters that affect pollutant transport, diffusion, deposition, and reactions. 2. Propose a coordinated approach utilizing input from experts within the EPA, academia and other Federal agencies. In particular, the contractor shall consult with those in NOAA responsible for developing similar approaches. 3. Developed his/her recommendations through various mechanisms including but not limited to one-on-one meetings with experts, hosting small expert working groups and attending relevant scientific meetings. The contractor shall submit as part of his/her bid a detailed list of such mechanisms needed to support development of the recommendations. 4. Act as facilitator at one Agency sponsored information gathering workshop to be held in Research Triangle Park, NC. The contractor shall deliver: 1. Draft recommendations addressing those areas outlined above shall be submitted to the Agency no later than 03/15/04. 2. Final recommendations for those areas outlined above shall be submitted no later than 05/31/04. Task 2. Air Quality Forecasting. The contractor shall identify air quality and meteorological monitoring strategies to advance air quality modeling and its applications to operational air quality forecasting. These recommendations should directly link to, and constitute a detailed expansion of those recommendations made for the continental US developed as part of contract performance. To accomplish this the contractor shall 1.Work with EPA scientists in identifying and prioritizing research problems relating to air quality modeling, model performance evaluation, and developing and testing aerometric measurement network design and sampling strategies and 2. Become familiar with related studies and plans recently undertaken both at NOAA and by the US Weather Research Program and communicate this information to the Agency . The contractor shall deliver: 1. draft recommendations addressing the items outlined above shall be submitted to the Agency no later than 08/15/04 and 2. Final recommendations addressing the items outlined above shall be submitted no later than 09/30/04. Equally weighted evaluation criteria to be included (with your quotation) are as follows: 1. Previous experience with regard to evaluation of ground and satellite based observation networks, data collection, archiving and exchange systems in support of rural and urban air quality forecast and assessment model development and the meteorological parameters that affect pollutant transport, diffusion, deposition and reactions. Experience should include U.S. (Federal as well as state and local) as well as International network assessment. Due to the dynamic evolution of network design and technology, recent (i.e., within previous 5 yrs) will be given priority. 2. Ability to meet product delivery requirements, particularly with regard to task A. 3. Recent (within 5 yrs) experience facilitating or serving on organizing committees for community or professional society workshops, symposia or meetings of direct relevancy to areas described in the SOW. 4. Previous corporate performance. 5. Project cost.. Offerors must satisfactorily meet all of the technical requirements to be considered "technically acceptable". Award will be made to the offeror whose offer is the lowest priced offer meeting all of the technical requirements. All offerors are to include with their offers a completed copy of provision 52.212-3, Offeror Representations and Certifications--Commercial Items. The following FAR clauses apply to this acquisition: 52.212-4, Contract Terms and Conditions--Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items and the following additional FAR clauses which are cited in Clause 52.212-5: 52.222-21, 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity, 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36 Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.222-41, Service Contract Act of 1965, As Amended. Any applicable wage determination(s) will be made a part of the resultant purchase order. The completed Representations and Certifications should be included with the price proposal.
