Description
NASA/GSFC plans to issue a Request for Quotation RFQ5-15649-GAB on a sole source basis in support of the Solar Dynamics Observatory (SDO) Project. This procurement is being conducted under the Simplified Acquisition Procesures (SAP) NASA/GSFC intends to obtain scientific support from Nomad Research, Inc under the authority of 10.U.S.C 2304 (c)(1), Only One Responsible Source. The Government requires expert support to: represent the concerns of the geospace community to the SDO project; advise the project scientist on data processing, data analysis and data serving issues; attend meetings, workshops, and working groups requiring scientific participation beyond that of the project scientist; ensure that the science requirements are appropriately defined and communicated to the project, including participating in engineering systems discussions and facilitating discussions between the instrument teams and the SDO project engineers; assist the SDO Project Scientist in evaluating the progress of the SDO science teams; work with the SDO Project Scientist on activities related to the design and construction of SDO; support the SDO Project Scientist and Project Manager in ensuring the success of the SDO Mission; participate in the Science Working Group (SWG), and represent the concerns and needs of the SWG to the SDO Project; serve as an SDO representative to the scientific community; and assist in the SDO Education and Public Outreach Effort. Nomad's significant experience in the development of similar projects, along with its breadth of relevant scientitic research expertise, make it uniquely qualified to support this requirment. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 31, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
