- Description
- The Social Security Administration (SSA) is seeking sources capable of providing software and services to develop a process for proactive security training and knowledge distribution, management and reporting to improve the level of national security awareness. Presently, Security Awareness is achieved through paper-based distribution of SSA?s base line security policy, Rules of Behavior and some statistics are gathered by manually filing compliance documents in each employee?s personnel folder. This initiative is intended to significantly increase the training opportunities available to each employee and make tracking and reporting more timely and accurate. The minimum requirements are: 1) Must have common architecture and interface structure between major components of the proposed solution, 2) Must provide a 90-day trial copy of software upon request, 3) Must be scalable and interoperable within the SSA environment, 4) Solution must scale to 100,000 + users, 5) Must have ability to build once and deploy in many diverse environments including multilingual, intranet, extranet, LAN and desktop, 6) Must provide secure access to database information and provide multiple report views of the database according to SSA security requirements, 7) Must provide multiple views of data (e.g., locally, regionally, role-based, etc.), 8) Must have customizable reporting capability with variable scope functionality, 9) Must support multiple platforms, such as Solaris, Windows including 2003 Server, AIX, HPUX, z/OS and OS/390 (All supported platforms must be listed on response), 10) Must include a reporting tool with an intuitive development environment that supports point-and-click, dialog-based facilities as well as graphical wizards in an open environment, 11) Must provide data access capabilities that include native database interfaces to all major databases, such as ODBC, Lotus Notes database, flat files, MS Excel, dBase, OLAP, HTML, and remote connection to data sources over HTTP, 12) Must provide an SQL compliant RDBMS to be used as repository of individual learner records as defined by SSA, 13) Must be an application that is server independent, 14) Must provide out-of-the box integration with Microsoft Exchange, 15) Vendor must be financially stable as shown by the past 5 years of annual reports, 16) The solution must be provided by a single source Vendor or Integrator, 17) Must provide and support conversion of SSA Rules of Behavior (paper based at present) to html, server delivered version. Interested vendors must be able to provide verifiable proof by submitting information in sufficient detail to demonstrate their ability to meet the above Agency requirements. Vendors responding should indicate whether their services are available on the GSA schedule. Pricing data may be submitted. This is not a request for proposal and the Government does not intend to pay for information submitted. Respondents will not be notified of the results of the evaluation of the data received. No contract award will be made on the basis of responses received; however, this information will be used in SSA?s assessment of capable sources. Responses to this notice should be submitted in duplicate within 15 days of this publication and should refer to ?National Security Awareness?.
