- Furnish all labor, materials and equipment necessary to demolish and replace seven(7) Umpqua River aids-to-navigation (ATON) at Winchester Bay/Reedsport, Oregon. The work includes, but is not limited to, the following: (1) Umpqua River Light 12 (LLNR-9300): Demolish and remove 3?x3?x6? aluminum tower. Fabricate and install standard three pipe pile steel structure with 7?x7? platform, fiberglass grating, two(2) ladder extensions, latern stand, and radar reflector. (2) Umpqua River Light 21 (LLNR-9335): Demolish and remove 5-pile wood structure. Fabricate and install standard three-pipe pile steel structure with 5?x5? platform, fiberglass grating, two(2) ladder extensions, latern stand, and radar reflector. (3) Umpqua River Dike Light 23 (LLNR-9345): Demolish and remove 5-pile wood structure. Fabricate and install standard three-pipe pile steel structure with 5?x5? platform, fiberglass grating, two(2) ladder extensions, latern stand, and radar reflector. (4) Umpqua River Dike Light 24 (LLNR-9350): Demolish and remove 5-pile wood structure. Fabricate and install standard three-pipe pile steel structure with 5?x5? platform, fiberglass grating, two(2) ladder extensions, latern stand, and radar reflector. (5) Umpqua River Light 26 (LLNR-9360): Demolish and remove 5-pile wood structure. Fabricate and install standard three-pipe pile steel structure with 5?x5? platform, fiberglass grating, two(2) ladder extensions, latern stand, and radar reflector. (6) Smith River Light 2 (LLNR-9395): Demolish and remove aluminum skeleton tower with concrete foundation. Fabricate and install standard three pipe pile steel structure with 5?x5? platform, fiberglass grating, one(1) ladder extension, latern stand, and radar reflector. (7) Salmon Harbor Entrance Light 1 (LLNR-9290): Demolish and remove multi-pile ?H? beam structure with platform. Fabricate and install standard three pipe pile steel structure with 5?x5? platform, fiberglass grating, two(2) ladder extensions, latern stand, and radar reflector. Work Window: The in-water work for this project is November 1 ? January 31 annually. Normally, pile driving or pile removal is not performed outside this work window. However, this project has a strong possibility of construction to start after January 31, 2004. Therefore, the contractor shall coordinate and obtain a Corp. of Engineers, Section 10 Permit. The estimated cost of this procurement is between $100,000 to $250,000 (CONSTRUCTION BIDS ONLY). Performance period is 120 calendar days after receipt of Notice to Proceed. The applicable NAICS code is 234990. Small Business size standard is $27.5 million. All responsible sources are encouraged to respond. NO TELEPHONE REQUESTS WILL BE ACCEPTED. The date set for receipt of offers is approximately 17 December 2003. This date is estimated and may change. For security reasons all Coast Guard Drawings are available through the Federal Technical Data Solution (FedTeDS) which will have a separate link on the FedBizOps webpage identified as Technical Data Package. Offerors will need to register with FedTeDS and receive a user name and password to be able to download Coast Guard Drawings. ATTENTION: Minority, Women-Owned and Disadvantaged Business Enterprises (DBE's) The Department of Transportation (DOT), offers working capital financing and bonding assistance for transportation related contracts. DOT's Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000.
