Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 13.5 of the Federal Acquisition Regulation, Test Program for Certain Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Offers are being requested and a written solicitation will not be issued. The Request for Quotes Number for this combined synopsis is HSCG40-04-Q-20004 and incorporates provisions and clauses in effect through Federal Acquisition Circular 01-16 dated 10/1/03. The USCG Engineering Logistics Center (ELC) anticipates awarding a firm-fixed price requirements type contract for buoy beacons and replacement lenses which are commercial items being solicited on a BRAND NAME OR EQUAL basis and the salient characteristics of the items are included as an attachment to this notice. It is intended that a firm fixed price requirements type contract will result. The acquisition is for one (1) base year with options to renew for an additional four (4) years (the qty stated reflects the estimated qty for each year): 1.) NSN 6210-01-029-4172 , Beacon, 155MM, Clear, Qty 170 each. Tideland Signal Corporation P/N 630.1023-05, Automatic Power Inc., P/N 3030-0940. 2.) NSN 6210-01-029-4173, Beacon, 155MM, Green, Qty 925 each. Tideland Signal Corp. P/N 630.1023-08, Automatic Power Inc., P/N 3030-0942. 3.) NSN 6210-01-029-4174, Beacon, 155MM, Red, Qty 800 each. Tideland Signal Corp. P/N 630.1023-07, Automatic Power Inc. P/N 3030-0941. 4.) NSN 6210-01-153-7620, Beacon, 155MM, Yellow, Qty 90 each. Tideland Signal Corp. P/N 630.1023-07, Automatic Power Inc., P/N 3030-0943. 5.) NSN 6210-01-035-0417, ML-155 Replacement Lens, Clear, Qty 345 each. Tideland Signal Corp P/N 302.1009-00. 6.) NSN 6210-01-035-0418, ML-155 Replacement Lens, Green, Qty 345 each. Tideland Signal Corp P/N 302.1009-04. 7.) NSN 6210-01-095-5826, ML-155 Replacement Lens, Red, Qty 70 each. Tideland Signal Corp P/N 302.1009-01. 8.) NSN 6210-01-156-7860, ML-155 Replacement Lens, Yellow, Qty 25 each. Tideland Signal Corp P/N 302.1009-03. The Government DESIRES delivery to be made within 120 calendar days after receipt of a delivery order. The Governement REQUIRES delivery to be made within 150 calendar days after receipt of a delivery order. Offers shall include unit price (A schedule of the supplies/services and a fill in space for prices is provided as an attachment to this notice for offeror?s use) with proposed delivery in days (after receipt of delivery order) for each line item. Items shall be individually packaged in accordance with ASTM D 3951, Standard Practice for Commercial Packaging. Offers shall include the cost of packaging and packing. Items shall be marked in accordance with MIL-STD-129, Bar Coding is Required. Offers that take exception to the Bar Coding requirement shall be considered non-responsive. Delivery shall be FOB Destination, USCG Engineering Logistics Center, Columbia, MD 21046. NOTE: Offers shall be based on FOB Destination ONLY! Any costs associated with related transportation costs shall be borne by the offeror, the Government will not be responsible for these costs. Final acceptance of items shall be at destination. The following Federal Acquisition Regulation (FAR) provisions and clauses apply to this Request for Offer and are incorporated by reference: FAR 52.212-3, Offerors representations and Certifications ? Commercial Items (June 2003). Offerors are instructed to include a completed copy of FAR 52.212-3 with their proposal. A copy of FAR 52.212-3 will be provided upon request. The following addenda is added to 52.212-3: FAR provisions 52.204-6, Contractor Identification Number, Data Universal Numbering System (DUNS) Number (Oct 2003) is incorporated by reference into this acquisition. FAR Provision 52.212-1, Instructions to Offerors?Commercial Items (Oct 2003). The following addenda is added to 52.212-1: (1) Paragraph (b) ? Offerors who choose to submit their Offer on an SF 1449 may contact Ms. Harwood, Contract Specialist for a copy of the SF 1449 (A schedule of the supplies/services is provided as an attachment to this notice for offeror?s use and fill in.). (2) Paragraph (b)(4) ? In addition to the wording in the cited paragraph, if the offeror proposes to furnish an ?equal? product, the brand name, if any, of the product to be furnished shall be clearly identified in the Offer. The evaluation of Offers and the determination as to equality of the product shall be the responsibility of the Government and will be based solely on information furnished by the Offeror or identified in it?s offer. The Offeror is responsible for providing all information and/or descriptive material, such as cuts, illustrations, drawings, or other information necessary for the contracting officer to determine whether the product offered meets the salient characteristics requirement of the quotation. If the Offeror must modify a product so as to make it conform to the requirements of the quotation, it shall include in it?s Offer a clear description of such proposed modifications, and clearly mark any descriptive material to show the proposed modifications. The following Transportation Acquisition Regulation (TAR) clauses are incorporated by reference into this acquisition and has the same force and effect as if incorporated in full text. TAR Clause 1252.210-70, Brand Name or Equal (Nov 1994), TAR Clause 1252.219-70, Small Business and Small Disadvantaged Business Subcontracting Reporting (Jun 1997). FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items (Oct 2003). The following provisions/clauses are incorporated by reference as an addendum to FAR Clause 52.212-4: FAR Clause 52.216-18, Ordering (OCT 1995), FAR Clause 52.216-19, Order Limitations (OCT 1995); Maximum Order. The Contractor is not obligated to honor ? 1) Any order for single item in excess of $50,000, 2) Any order for a combination of items in excess of $150,000.00, FAR Clause 52.216-21, Requirements (Oct 1995), FAR Clause 52.217-9, Option to Extend the Term of the Contract (MAR 2000). FAR Provision 52.212-2, Evaluation ? Commercial Items (Jan 1999). The following addenda is added to FAR Provision 52.212-2: Award will be made on an ALL OR NONE basis. Offers shall include pricing for all line items.
