Description
The Office of Justice Programs (OJP) intends to establish on a sole-source basis a six-month contract with Aspen Systems Corporation, 2277 Research Boulevard, Rockville, Maryland, 20850. Aspen is currently providing the OJP bureaus and offices with support for the NATIONAL CRIMINAL JUSTICE REFERENCE SERVICE (NCJRS) requirements, under Contract OJP-99-C-002 which expires November 30, 2003. OJP is in the process of evaluating proposals for the follow-on NCJRS 2008 requirements, which will result in one to two contract awards under Request for Proposal OJP2003R-004. OJP, however, will not award the one to two follow-on contracts before November 30, 2003. To ensure that OJP continues to receive NCJRS services without interruption until the follow-on contract(s) is/are awarded and to allow for a possible transition period of between 90 and 120 days, OJP intends to award Aspen with the interim six-month contract that will expire on May 30, 2004. Under the interim contract, Aspen will perform the following: Information Collection, Abstracting, and Databasing; Response Center Support; Networking; User Surveys; Document Distribution; Publication Support; Electronic Development; Marketing and Promotion; International Program Support; and possible transition support. The OJP bureau and offices that utilize this contract include the following: the National Institute of Justice (NIJ), Task 1; the Bureau of Justice Assistance (BJA), Task 2; the Bureau of Justice Statistics (BJS), Task 3; the Office of Juvenile Justice and Delinquency Prevention (OJJDP), Task 4; the Office of Justice Programs (OJP) Crime Act Offices, Task 5; the Office of National Drug Control Policy (ONDCP), Task 6; the Office for Victims of Crime (OVC), Task 7; the Community Oriented Policing Services (COPS), Task 9; and the National Institute of Corrections, Task 10. Task 8, Federal Emergency Management Agency (FEMA) will not participate in the six-month contract. This notice of intent is not a request for competitive proposals. Any other firm desiring consideration must submit documentation that demonstrates its technical capability to perform the requirements. See Note 22.
