Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. This requirement is for one base year (12 months) plus one optional. NON-PERSONAL Service contract in accordance with the enclosed Statement of Work: Statement of Work 1. Overall Requirements. This statement of work (SOW) describes the requirements for contracted Latin-American Spanish language and English as a Second language (ESL) instruction for ARMY Garrison Fort Buchanan military and civilian personnel at Fort Buchanan, Puerto Rico. The goa l is to increase Spanish and English conversational skills. Target date to begin instructions is 15 November 2003. 2. Detailed Requirements. The contractor will provide services as follows: a. Beginner level group training geared for a maximum of 15 personnel who have zero Spanish language conversational skills and English basic skills. Training will be scheduled for Tuesdays three hour and Thursdays three hour in Spanish for Non-Spanish spe akers and Saturdays four hours in English for non-English speakers. b. One-on-One special instruction, including tutoring, geared for Command Group personnel who need to reach fluency in speaking and listening by 14 November 2003. Training will be scheduled for Mondays three hour and Wednesday three hour in Spanish for No n-Spanish speaker, upon request. Instructor will evaluate all students during the first session. Teaching topics will include but not limit to: politics, economics, weather, health, arts, and county cultural differences. c. Class will be concentrate on enhancing speaking and listening abilities more than writing and reading. d. Instruction will evaluate students every four weeks to track student progress. The tests may be oral or written. Fort Buchanan will periodically evaluate instruction. Evaluations may be conducted by student feedback or outside party. Fort Buchanan ???? ??ACS will provide video player, cassette player, projector, and classroom. 3. Instruction Materials. a. Contractor must provide all course material to include student textbooks, workbooks, Video tapes, Software, and audiotapes. Fort Buchanan-ACS will provide video player, cassette player, projector, and classroom. b. Fort Buchanan reserves the right to discontinue the contract if it can document that students are not progressing appropriately or the instructor fails his/her evaluation three in a row. 4. Instructor Qualifications. a. Experience teaching Spanish and English as a Second Language to groups of at least 15 persons who do not have any knowledge of the Spanish language and basic English skills. b. Must be fully fluent in speaking English and Spanish. c. Must have a teaching certificate or diploma. 5. Training Schedule (Subject to change) a. Training will be provided from 15 November 2003 to 14 November 2004. Days and times as follows: 1. One-on-One Training Monday for three hour (0900-1200) and Wednesday for three hour (0900-1200), upon request. 2. Beginner Training Tuesdays for three (0900 ?????? 1200) and Thursdays for three hour (0900 ?????? 1200) and Saturdays for four hours (0800 ?????? 1200). b.
