Description

NA PROJECT TITLE: Indefinite-Delivery, Requirements Contract for Emergency Levee Repairs. North of I-80, Sacramento River Basin, California. This procurement is Unrestricted. JOB DESCRIPTION: Indefinite-Delivery, Requirements Contract for a Base Year and Three Option Years, for Emergency Levee Repairs, North of Interstate 80, Sacramento River Basin, CA. The intent of this contract will be to provide a rapid response for the repair of levee breaks or potential levee breaks based on the work items identifi ed in the Pricing Schedule. The Contractor will be required to mobilize to the site of the emergency repairs within 8 hours of notification by the Contracting Officer that a task order will be issued against this contract. The Contractor shall be prepare d to perform all repair work under task orders on a 24-hour a day basis until the work is completed and shall have adequate lighting equipment and electrical generators available to keep the site fully functional during the night. The contractor must be a ble to fully mobilize and respond to a minimum of two different sites simultaneously. Performance schedules shall be established by individual task orders. There is no Minimum Guaranteed Dollar Amount. The Maximum Dollar Amount per Year is $10.0 Million . NAICS CODE: This procurement will be conducted under NAICS 237990. The size standard for this NAICS code is $28.5 Million. Large businesses competing for this project must comply with the FAR 52.219-9 clause regarding the requirement for a Subcontrac ting Plan on the part of the work it intends to subcontract. The recommended goals for subcontracting are 57.2% for Small Business, 8.9% for Small disadvantaged business, 8.1% for Women-Owned Small Business, 3.0% for HUBZone Small Business, and 3.0% for S ervice-Disabled Veteran-Owned Small Business. The acquisition method is Invitation for Bid (IFB). ORDERING PLANS AND SPECIFICATIONS: The solicitation for this project will be available on the Sacramento District Contracting Divisions Internet Home Page at http://ebs.spk.usace.army.mil/ for downloading. Any future amendments to the solicitation will also be available for download from this website. If you experience problems registering for the planholders list or have problems downloading plans and specifications or amendments please contact Robert Ennis at 916-557-5238. It is important that you first go to this website and under Contracting Division homepage, click on the advertised solicitation you are interested in. Go to Planholder Registration. This will require you to establish a user name and password. Keep the user name and password and share it with anyone else in your organization who is responsible for registering your firm on planholders lists. With our new system you only have to do the full registration one time. If you have your user name and pasword you can always go back i nto the system and register for other jobs without having to go through the entire registration process. However you can only do this by using your initial user name and password. In order to receive notification on any amendments to the solicitation you are required to register for the planholder list. From there click on Sacramento District, then it will take you to a list of advertised solicitations. Then from there click on the desired solicitation number, on the bottom of this page there will be a bar t hat says download /view solicitation files. Select plans or specs from the dropdown box and press the go button. This will take you to the next page. Then fr om there click on file name and download. To download amendments: Access the list of advertised solicitations. Select the desired solicitation and then click on the amendment number. At the next screen, click on the file name and download it. This pro curement is unrestricted. All responsible sources may submit a bid. Please note that all contractors and potential contractors must be registered with the Central Contractor Registration (CCR) database.
