- Description
- The Naval Surface Warfare Center, Dahlgren Division, on behalf of the Naval Sea Systems Command, their Field Activities, the Naval Surface Warfare Centers, and Naval Undersea Warfare Centers, is soliciting proposals for Multiple Award Contracts for Engineering/Technical, and Programmatic Support Services. The NAICS Size Standard for Small Business is $23 Million. It is contemplated that the awarded contracts will have a five year base period, with two five year Award Term options for a total of 15 years performance, and will be awarded based on a Best Value Evaluation. Indefinite Delivery/Indefinite Quantity contracts with Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF), and Cost Plus Award Fee (CPAF) Delivery Orders are planned. Heavy emphasis will be placed on Performance Based Orders. Contracts will support all Divisions of the Naval Sur face Warfare Centers, Naval Undersea Warfare Centers, the Naval Sea Systems Command and all of their Field Activities. A goal is to award approximately one third of the total obligated dollars of the contracts to small businesses as prime contractors. Large business awards must have a minimum Small Business Subcontracting Goal of 20%. Additionally only one award as a Prime Contractor is contemplated to individual companies; however, a contractor may be a subcontractor to multiple Primes. A Draft RFP will be released for comment on or about 17 November 2003 along with an Electronic Industry Brief detailing the Navy's requirement. The target date for release of the final RFP is 16 December 2003, with a response required by 20 January 2004, or as set forth in the RFP. Contract Awards are planned for early April 2004. The Electronic Industry Brief and the Draft RFP will be av ailable on the Naval Surface Warfare Center, Dahlgren Division Webpage at http://nswc.navy.mil/wwwDL/XD/SUPPLY/. The solicitation contains a single SOW for Warfare Center efforts. There are seven zones - Northeast; National Capital; Tidewater; Gulf Coast; Midwest; Pacific Northwest; and Southwest. Offerors must identify the functional areas of the Statement of Work (Section 3.0) that they can satisfy and the specific zone(s) in which they are to be considered for award. Each task order will be competed in the applicable zone for the principal place of performance. Limits on pass throughs, maximum fees, guaranteed savings, and annual escalation will be required. The Government's minimum obligation will be at the MAC level, not by zone. Oral proposals are not contemplated. Each Warfare Center will have ordering authority under the awarded MACs. This synopsis fulfills t he requirement of FAR 10.001(c)(2).
