Description
FISC NORVA DET Philadelphia intends to procure through full and open competition, program support services for the Naval Supply Systems Command?s Hazardous Material Control and Management Program. The required support services include but are not limited to Hazardous Material/Hazardous Waste deployment and logistics; Supply & Value Chain management; Program support; Financial Management support; Joint Service and other service support; Automated Information support; Training Services; Equipment support; Transition services; Transportation support; and Third Party Logistics Material and Support. The required services are to be performed at various CONUS and OCONUS locations. A Cost Plus Fixed Fee (CPFF), Indefinite Delivery-Indefinite Quantity (IDIQ) contract under which delivery orders will be issued will be used to accomplish the requirement. At this time, a multi-year contract for a five (5) year base period with five (5) possible award term extensions is anticipated. The estimated level of effort (LOE) for this requirement is 720,000 hours annually. The overall estimated LOE is 7,200,000 hours if all award term extensions are utilized. This is an unrestricted procurement. All responsible sources may submit a proposal that shall be considered by FISC NORVA DET Philadelphia. The solicitation will require the submission of technical and cost proposals. The Request for Proposals will be made available electronically upon its release at http://www.neco.navy.mil. At this time it is anticipated that the Request for Proposals will be issued late in the first quarter of FY04. It is the Government?s intention to release this solicitation through electronic means only.
