Description
The purpose of this modification is to delete reference to Numbered Note 1 because it is not applicable to this effort. The Virginia Contracting Activity (VCA), on behalf of the Defense Intelligence Agency/Missile and Space Intelligence Center (DIA/MSIC), has a requirement for contractor support services to provide a coherent and integrated analysis of data related to a variety of defensive weapon systems. The emphasis of this effort is to assess the physical characteristics, performance, signatures, vulnerabilities and employment of defensive systems. This effort involves the analysis, evaluation, assessment, and documentation of intelligence information on current and future defensive systems, including the subsystems, components, and technologies of each system. This effort includes supporting the acquisition/exploitation of foreign defensive weapon system materiel, developing digital models/simulations of defensive systems and developing computer-based analytical tools needed to assess foreign defensive system capabilities. Information from data sources shall be used for engineering and scientific assessments and for long-range forecasts of developments in areas of interest. The defensive system components of interest include associated radars; directed energy weapons; electro-optical subsystems; missiles; system support and maintenance equipment; and related items. Selection for award will be made to the offeror who meets the requirments and offers the best value to the Government based upon evaluation of proposals in the areas of technical capability, cost, management, and past performance. VCA will issue a Request for Proposals (RFP) for this effort on or about 21 Nov 03. No other notice shall be issued other than this one. The RFP and attachments, statement of work, modifications, questions and answers will be available at http://www.msic.dia.mil/contracts/contracts.html The Statement of Work for this effort is unclassified. The Government anticipates issuing a Cost-Plus-Fixed-Fee requirements type contract, whereby funds are obligated by issuance of individual delivery orders. Competition shall be on a full and open competitive basis. The contract period of performance shall be a three-year base period plus two, one-year options that may be exercised at the Government's discretion. Offerors must also be registered in the Central Contractor Registration (CCR) database to conduct business with this Government organization. Place of performance shall be at the Contractor's facility. While the Statement of Work is unclassified, a TOP SECRET facility clearance is required and personnel must have a TS/SCI clearance.
