Description

The National Oceanic and Atmospheric Administration (NOAA), Air Resources Laboratory (ARL) is issuing notice of intent to negotiate a sole source procurement with Severn Electronics to provide technical expertise and support for the maintenance and modification of existing trace gas detection equipment; the development of new and novel detection methods; the routine deployment of the aforementioned equipment in intensive field programs; and the reduction and processing of data collected. Severn Electronics is uniquely qualified to provide this technical support due to extensive public and private sector experience in electrical engineering, fabrication, programming, metallurgy, materials science, chemistry, and gas handling. These experiences combined with an intimate knowledge of ARL's laboratory instrumentation provide Severn Electronics with an unrivaled background in the engineering field. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by November 18, 2003. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.
