Description
AFMETCAL Det1 1 at Heath OH intends to award a purchase order under Simplified Acquisition Procedures (SAP) for the purchase of Gas Laser Standards. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subparts 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A written request for quotation (RFQ) will not be issued. It is the offeror's responsibility to monitor this site for the release of amendments (if any). The RFQ number is FY2333-04-Q-0005, and should be referenced on any offer submitted. The NAICS code is 334515 and the business size standard is 500 employees. This quotation is being solicited as unrestricted. The requirement is for 14 each Gas Laser Standards in accordance with Purchase Description number 1M04-1-6 MLEE-KCB-1, dated 12 Aug 2003. Items offered shall be commercially available. The purchase description identifies performance requirements for a two Helium Neon Laser System, referred to as the 632 source and the 1523 source. Each source will be delivered with a laser to a fiber optic coupler. The coupler will efficiently transfer laser light into a normal commercial off the shelf (9/125) single-mode fiber optic cable. These wavelength laser standards will be used in a PMEL environment approximately for a period of two hours twice each month. This purchase shall be Brand Name or Equal to the Melles-Griot Model 25 LHR 111-249 HeNe laser, Model 25 LIR 171-249 HeNe and two 09 LFM 001 laser to fiber optic coupler. Data, in accordance with TM-86-01J, and DD Forms 1423-2 and DD Form 1664 is required. An Extended Five Year Warranty, in accordance with warranty description number AFMETCAL/ML-05, dated 01 May 2003 is required. The purchase description, data requirements and warranty description are available for download at this site. Items are for delivery to 14 PMEL locations, as stated on the Distribution List, which is available for download at this site. Delivery shall start 90 days after receipt of award, with a minimum/maximum of 5-14 each, and continue at that rate every 30 days, until all units are delivered. The following clauses apply to this acquisition and are incorporated by reference: FAR 52.212-1, FAR 52.212-2, FAR 52.212-3, FAR 52.212-4 and FAR 52.212-5. All offeror's shall provide with their quotation, descriptive literature, brochures, and/or adequate information to determine that the proposed item meets the requirements of the purchase description. Technical evaluation and approval of the proposed unit by AFMETCAL is required before award will be made. Award will be based on technical acceptability and price. Offeror's shall submit sufficient technical literature, documentation, etc., in order for the Government to make an adequate technical assessment of the proposed unit. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this request for quote. The technical response shall include a written line-by-line response to each paragraph number of the purchase description. Each item response is to be specific and detailed enough to allow full evaluation of the equipment being offered and it?s capabilities. A simple statement of compliance is not acceptable. Where the technical literature demonstrates that the proposed unit meets the requirement of a specific purchase description paragraph, you may reference that page and paragraph of the technical literature in your technical response in lieu of restating it. Submit your best offer as award may be made on initial offers without discussions. The government reserves the right to limit the number of offers reviewed for award for efficiency. The offer must: (1) be for the item described in the purchase description; (2) be FOB Destination to this agency; (3) include a delivery schedule and discount/payment terms; (4) include copy of commercial price list; (5) include name of and be signed by an authorized company representative along with telephone number and facsimile number; (6) include their taxpayer identification number (TIN), CAGE Code Number and DUNS Number, (7) include a technical proposal, and include a completed copy of FAR 52.212-3 Representations and certifications. Any offer or modification to an offer received after the exact time specified for receipt of offers/quotes may not be considered. All contractors' must be registered in the Central Contractor Registration (CCR) Database. All responsible sources may submit an offer, which shall be considered by this agency.
