Description

NA This solicitation is a Best Value that will result in a one year requirements contract with four one year options. Proposed contract is 100% small business set aside. Therefore, you are notified that award will not be made based on price alone, but on ev aluation of past experience, past performance, and price. Past experience is significantly more important than either past performance or price. The following list of items are to be included: M130 General Purpose Dispenser, NSN 1095010366886, P/N 93114 30; Payload Module, NSN 109501-0570026, P/N 9311451; Electronic Module, NSN 1095010570027, P/N 9311431; Electrical Control Box, NSN 1095010574592, P/N 9272533; Dispenser Assy, NSN 5998010659028, P/N 9311434. Items to be procured are part of the M130 Gener al Dispenser. Descriptions are as follows: M130 General Purpose Dispenser: Electrially powered that can disperse 30 decoy flares or 30 chaff cartridges. Payload Module: Attaches to the Dispenser Assembly and consists of fiberglass Payload Module and m etal retaining plate. The module has 30 chambers that accepts chaff or flare cartridges. Electronic Module: Contains programmer and cable assembly that includes a 28 volt supply receptable and safety pin with flag assembly. Electrical Control Box: Fir es the chaff or flare. Counters indicate the number of chaffs or flares remaining in the Payload Module Assembly. Dispenser Assembly: Attaches to Electronics Module Assembly or external surface of aircraft. Contains breech, flare sensor, selector switc h (C&F) for chaff or flare, reset switch, and housing. The housing contains sequencer assembly that furnishes impulses to fire. FOB is Destination. The technical documentation that describes the M130 General Purpose Dispenser and its major subcomponents contains sole source, source control and specification control drawings, and specific Government technical and performance requirements that must be met in order for the produced items to be acceptable to the Government. When the required technologies an d components are generally still available, they are available on a greatly restricted basis. In addition, certain drawings identify required or suggested sources of supply for specific items. Any potential offeror must review the technical documumentati on very, very carefully to ensure a complete and comprehensive understanding of the Government's requirements. Estimated issue date is 24 Nov 2003. This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102, therefore, hard co pies will not be provided. Vendors wishing an electronic copy must download it on or after the issue date by accessing the followng address via the internet: https://aais.ria.army.mil/aais/SOLINFO/index.htm. Caution: this solicitation will be issued el ectronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to obtain any amendments which may be issu ed. Failure to obtain time set for bid opening/receipt of proposals may render your bid or proposal nonresponsive and result in the rejection of same.
