- Solicitation N00421-03-R-0150 is not issued as a Request for Proposal. The purpose of this notice is to notify interested parties that the Naval Air Warfare Center, Aircraft Division, St. Inigoes, MD 20684 plans to negotiate and issue on a sole source basis a Firm Fixed Price contract with Powersystems International, Inc., 860 Douglas Way, Natural Bridge Station, VA 24579. The requirement consist of the following items: CLIN 0001 - Trailers with generator systems, Qty 7 each, P/N: 2001203, CLIN 0002 ? Air Ducts Qty 14, P/N: 3001394-002, and Transport Bags, Qty 14, P/N: 4000237. All of which will support the Joint Worldwide Intelligence Communications System (JWICS) Mobile Integrated Communications System (JMICS) 12A-15A Project. These power trailers are required to provide energy and environmental control to vital communication systems of the JMICS System; without which mission critical intelligence will be lost in the field. These trailers provide indispensable transportation storage space of other JMICS components. The power trailers must meet basic mobility/transportability certification requirements for usage on secondary and unimproved roads established by the U.S. Army Tank and Automotive Command (TACOM). Additionally, the DAMI-IM mandates the subject trailers comply with Military Transport Management Command Transportation Engineering Agency (MTMCEA) standards for internal airlift and sea-lift transportability and Natick External Air Transport requirements for two point lift without spreader bar by CH-47 and CH-53 helicopter, as well as, transportation safety criteria established by the MTMCEA. These trailers must not exceed the maximum tongue weight or fall short of the required fuel tank capacity. Powersystems International, Inc is the only known vendor with the capability of supplying the requirements to fulfill this requirement. Award is expected November 18, 2003. However, the Government will consider all proposals received by 01 December 2003. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may identify their technical capabilities and may submit information that shall be considered by the Naval Air Warfare Center, Aircraft Division. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.
