- Description
- The US EPA intends to negotiate on a sole source basis with the National Academy of Sciences (NAS) under the authority of FAR Part 6.302-1. The Office of Air and Radiation has a requirement for NAS (as set forth in a Congressional Committee Conference Report) to perform an independent review and evaluation of the practices and procedures by which States develop separate mobile source emission standards (both on-highway and nonroad) as compared to the practices and procedures used by EPA under the Clean Air Act. Under the proposed procurement, NAS will provide expert advice by convening a review committee that will perform the following: (A) review the process by which States assess their need to reduce emissions through state mobile source emission standards separate from those established by EPA; (B) review the federal mechanisms and requirements which allow California to adopt and enforce separate mobile source emission standards and for States other than California to adopt and enforce mobile source emission standards based on California's standards; (C) shall review how expected emissions reductions, air quality and health benefits are accounted for in the state emissions standards setting process; and, (D) determine how the rationale and methodologies used by California and the States in setting their own mobile source emission standards compare with those used by EPA. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability and respond to the office identified above. Documentation must be received by November 19, 2003 in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
