- This is a Pre-Solicitation Notice: The USDA, Animal and Plant Health Inspection Service (APHIS), intends to acquire construction services for our facility at Gulfport, Mississippi for the installation of a new fire alarm system in several buildings (approximately eight (8)) at that location. The contractor shall furnish all plant, labor, equipment, and materials necessary to install a new fire alarm system in eight (8) buildings and other general construction in accordance with the statement of work, specifications and drawings. The contractor shall install a new central alarm annunciator panel in the security building. The new fire alarm system shall be compatible with the existing fire alarm system and shall be tied to the local Fire Department. Prior to construction, the contractor is required to submit manufacturers? catalog cut-sheets and shop drawings for approval. The following information will be furnished to potential offerors: (1) drawings of the proposed construction and (2) specifications. It is anticipated that a single award will be made. All effort shall be completed within approximately four months after award and the issuance of the notice to proceed. This is a full and open procurement which is to be awarded as a fixed price contract. The estimated price range is between $250,000 and $500,000. The solicitation, #APHIS-04-004, is to be affixed to all documents submitted in reference to this requirement. It is anticipated that the solicitation, APHIS-04-004, will be released on or about November 19, 2003 and proposals will be due thirty (30) days after the release of the solicitation (on or about December 19, 2003). The pre-solicitation notice and solicitation (with attachments, such as drawings/specifications) will be available electronically at the following Internet website: www.FedBizOpps.gov. Telephone requests will not be accepted. Paper copies of the RFP and/or amendments will not be issued. The specifications and drawings will be accessible electronically at the Internet website: www.FedBizOpps.gov. Any changes to the pre-solicitation notice or solicitation will be posted to the FedBizOpps website. Potential offerors must submit a street mailing address, in addition to a phone/fax number(s) and an email address (if available), if questions/comments are submitted. All responsible sources may submit an offer which will be considered. Proposals will be due no later than 2:30 p.m. local time on December 19, 2003.
