Description
The U.S. Marine Corps, in conjunction with the Naval Air Systems Command (NAVAIR), is requesting information on sources that could potentially provide engines for a CH-53E upgrade program. This CH-53E upgrade will increase operational capabilities, aircraft survivability, and interoperability in the 2012 timeframe. It is anticipated that future military requirements would include a helicopter capable of carrying at least a 30,000 lbs external load for 110 Nautical Miles (NM) or farther at 3000? Mean Sea Level and 91.5 oF. The engine must support the aircraft in completing the stated mission at minimum allowable power (maximum degradation). The proposed engine solution must assist the program goal of reducing total direct maintenance costs by 50%. Additionally, the engine solution shall support the program goal of reducing operational level maintenance man-hours per flight hour by 50%. Engine governing should be compatible with open systems avionics architecture, which will be a mandatory design goal for all systems integrations. Particular attention should focus on providing technologies that would significantly improve the reliability and maintainability of the upgraded CH-53E. The engine must be certified for flight test and available for purchase by 2008 to facilitate prototype development of the airframe and associated sub-systems. THIS IS A SOURCES SOUGHT ANNOUNCEMENT AND THE GOVERNMENT WILL NOT PROVIDE REIMBURSEMENT OF COSTS ASSOCIATED WITH THE DOCUMENTATION SUBMITTED FOR THIS INFORMATION. Interested sources should provide a capabilities statement, not to exceed 20 pages. The submitted information should allow NAVAIR personnel to assess the feasibility, performance, affordability, and risk associated with the proposed aircraft improvement. A Rough Order of Magnitude is desired and should be submitted with the capabilities statement. The submitted documentation, upon delivery, becomes the property of the U.S. Government. Submissions will not be returned. Replies should be submitted no later than 4:00PM Eastern Standard Time on 30 November 2002 to: NAVAIRSYSCOM; Major Weapons Systems for Air ASW, Assault and Special Mission Programs Department, AIR-2.3. A CH-53 Engine Installation Familiarization Open House will be held on 25 November 2003 from 1:00pm EST until 4:00pm EST, at the Patuxent River Naval Air Station. Any offeror wishing to view the aircraft at that time must contact Christina Hall via email at christina.hall@navy.mil, no later than 4:00pm EST on 21 November 2003. One-on-one meetings may be scheduled after the Government reviews the information received in response to this announcement.
