- Notice of Intent: Pursuant to FAR 6.302-1, "Only One Responsible source and No Other Supplies or Services Will Satisfy Agency Requirements", the U.S. Office of Personnel Management (OPM)-Center for Federal Investigative Services (CFIS) is planning to issue a sole-source Blanket Purchase Agreement (BPA) to Iron Mountain/National Underground Storage (IM/NUS) for possible future requirements for renovations, changes, and repairs to existing facility structures and space. This BPA will consist of work not to exceed $2,500 per job. OPM-CFIS intends to award this agreement for one year with the option to extend the agreement for an additional year. IM/NUS owns the mine facility from which OPM-CFIS operates and possesses the expertise to renovate and repair unique space within its underground atmosphere. Additionally IM/NUS possesses the unique knowledge of mine safety requirments in relationship to the underground infastructure and alterations of such structures. IM/NUS is the only known source to provide the services required by the agency with the in-depth knowledge of critical structural tolerances, electrical/power capabilities, HVAC requirements, and safety issues within the underground facility. Therefore, OPM-CFIS deems it appropriate to award a BPA for these services on other than a full and open competitive basis. THIS IS NOT A REQUEST FOR QUOTATIONS, NOR DOES IT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN THE PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT. Interested parties having all the capabilities to perform the services described above are requested to submit capability statements, limited to not more than 10 pages, to be received within 15 days of publication of this announcement.
