- SEE BELOW FOR FURTHER DETAILS. This is a combined synopsis /solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Proposals. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Curricular 01-17. This is a small business set-aside. The applicable NAICS code is 1142. The Small Business size standard is .75 million. Produce and deliver approximately 1,489.1M tree seedlings in styroblock containers for the 2005, 2006 and 2007 planting seasons. (484.1M in 2005; 471.0M in 2006; and 434.0M in 2007) from government furnished seeds. Trees to be grown at the contractor facility and delivered by April 24th of each year to the Gunflint, Laurentian, Tofte and Kawishiwi Ranger Districts located in Northern Minnesota. Species are to include but are not limited to: White Pine, Jack Pine, Red Pine, Paper Birch, and Tamarack. FAR Provision 52.212-1 and any addendums apply to this acquisition. FAR Provision 52.212.-2 and any addendums apply to this acquisition. Evaluation criteria are as follows and are listed in descending order of importance: 1) Past Performance. Provide previous 5 years performance similar in nature to that solicited. Emphasize past performance in producing containerized seedlings meeting government (County, State or Federal) specifications for outplanting in the Lake States ;) 2) Experience and Qualifications. Provide background information about your organization. Describe similar projects you have had with government agencies or commercial businesses. Discuss other information about your organization which you feel qualifies you for this type of work. What qualifications will the supervisory personnel have? 3) Production Capabilities. Describe the type of container and soil medium you propose to use which will produce the required seedling. Include dimensions and weights. Why do you recommend it? Discuss in detail the environmental modifications and fertilizer regimes you propose to use to produce weed lings which meet or exceed contract specifications. Include photoperiod manipulation, irrigation, soil and air temperature, etc. 4) Quality Control. a) Describe in detail the characteristics of acceptable seedlings. Address both physical and physiological characteristics; b) Describe in detail procedures you will use to assure seedlings have gone through a deep dormancy period and over-wintered free of winter burn or other environmental damage; c) Describe in detail your plans to deliver seedlings to delivery points free of mechanical as well as environmental damage; d) Discuss any procedures not mentioned above which you plan to use to assure production of quality containerized seedlings. These technical factors, when combined, are significantly more important than cost or price. Offerors are advised to include a completed copy of the provision at 52.212-3 with its offer. Contract Clause 52.232-19 entitled ?Availability of Funds for the Next Fiscal Year? is incorporated by reference for the 2006 and 2007 planting season year requirements. Any additional contract requirement(s) or terms and conditions determined by the contracting officer that are necessary for this acquisition are consistent with customary commercial practices. Contract Karl Lautzenheiser, (218) 626-4353. Additional technical details are provided as follows: This is a one year contract for 2005 and options for 2006 and 2007. The contractor shall furnish all equipment, labor, materials, transportation, supervision and incidentals necessary to perform the growing and delivery of containerized seedlings. Growing regimes are the responsibility of the Contractor and could require supplemental light, extended photoperiod?s variable temperatures, and variable fertilizers. Some species specified in this contract may require an extended growing period or two growing periods to satisfy contract height and caliper specifications on the Superior National Forest. Seedlings must be ready for delivery by April 24, 2004, 2005 and 2006, as applicable. Delivery shall be FOB destination to those ranger districts specified in the original synopsis submission. Delivery by the contractor shall be between April 24th and April 30, unless other dates are previously agreed to by the Government. Delivery may be to one or more delivery points on the same day. The following quantities are the estimated number of seedlings to be delivered. The delivery points are Forest Service yards at locations mentioned. For 2005, the estimated tree seedlings of 484.1M is broken out as follows: White Pine (all zones) 443.1 M, White Pine (Ahlgren 5.0 M, Jack Pine (zone 1) 15.0 M, Tamarack (zone 1) 20.0 M, and Paper Birch (zone 1) 1.0 M. Minimum bunch and box 105.0 M (Gunflint 46M, Kawishiwi 12M, Laurentian 36M). For option year 2006, the estimated tree seedlings of 471.0 M is broken out as follows: White Pine (all zones) 431.0 M, White Pine (Ahlgren) 5.0 M, Jack Pine (zone 1) 15.0 M, and Tamarack (zone 1) 20.0 M. Minimum bunch and box 105.0 M (Gunflint 46M, Kawishiwi 12M, Laurentian 36M). For option year 2007, the estimated tree seedlings of 434.0 M is broken out as follows: White Pine (all zones) 334.0 M, White Pine (Ahlgren) 5.0 M, Jack Pine (zone 1) 55.0 M, Tamarack (zone 1) 20.0 M and Red Pine (zone 2) 20.0 M. Minimum bunch and box 105.0 M (Gunflint 46M, Kawishiwi 12M, Laurentian 36M). At the delivery point, Government personnel will assist the Contractor in unloading, providing the agreed to delivery notice is given. If not, delays in unloading will be encountered, and/or Government personnel may not be available and inspection may be delayed. All seedlings scheduled to be bunched and boxed shall receive the following treatment prior to delivery: 1) seedlings will receive an application of water and root growth fertilizer to encourage root development when out-planted. 2) Acceptable seedlings and root plugs will be removed from growing containers and consolidated in bunches of 25. Each bunch of 25 seedlings will be wrapped in cellophane and placed in a carton. 3) Boxes of containerized seedlings will be kept refrigerated until delivered to the specified destination. Temperature is to be maintained between 33 and 35 degrees F. Deliver shall be by refrigerated truck/trailer capable of maintaining temperature between 33 and 35 degrees F. Container types: 1) paper pots are not acceptable. 2) For all species except white pine, plugs shall not exceed 1 ? inch top diameter and shall contain at least 3.5 cubic inches of soil. 3) For white pine, plugs shall not exceed 1 ? inch top diameter and shall contain at least 6.0 cubic inches of soil. Containers shall be portable by a single person. Containers shall be returned from the field for pickup by the Contractor. Upon notification, the Contractor shall pick up the containers within two weeks or the Government will assume no liability for loss or damage. Seed lot identification information must be maintained from sowing through delivery. Any evidence of improper seed lot identification of the trees will be cause for rejection of that seed lot and no payment for that lot will be made. The contractor shall currently maintain a dated record, listing the cultural work undertaken for this contract. Contractor shall provide these records upon request by the Contracting Officer. Records shall include dates of sowing, type and rate of fertilization, type and rate of fungicide treatment, temperatures, watering, induction of dormancy, and any other cultural work performed. Minimum acceptable sizes and conditions of seedlings for all species are a minimum top height of four inches and maximum top height of twelve inches. Minimum stem diameter (caliper) is 3/32 inches. Top height for all coniferous species is measured as the straight line distance from the top of media to the tip of the terminal bud on the central stem. Needles will not be included in the height measurement. Top height for hardwood is measured as the distance from media to top of main stem. Stem diameter is the cross-section diameter measured at the root collar. At time of delivery, acceptable seedlings shall have gone through a dormancy induction period followed by a cold hardening period. Seedlings shall be resistant to a hard frost. All acceptable seedlings shall be dormant, with a good terminal bud. All seedlings must be alive, healthy, and free of any disease, chlorosis, or mechanical damage. Root growth in the plug should be sufficient to hold plug together when extracted. Excessive growth (pot binding) and abnormal root formation is not permitted. The plug formed by the root and rooting media will be moist and the seedling tip dry upon delivery. Containers shall have an acceptable seedling in at least 90 percent of the cavities in each container upon delivery. Only one seedling per cavity will be permitted. White pine shall have an acceptable seedling in at least 70 percent of the cavities in each container. Once loaded, the trees must be delivered the same day. Any tree found out of its container at the delivery point will be considered damaged or lost. Contract clause 52.211-16 entitled ?Variation in Quantity? is incorporated by reference with permissible variations of a twenty-five percent increase and a fifteen percent decrease when the variation has been caused by conditions of loading, shipping, packing or allowances in the manufacturing processes. Receipt of proposals remains unchanged, with proposals due by 2:00 PM CST on November 18th, 2003. Submit to the USDA ?
