Description
The National Immunization Program (NIP), in Atlanta, GA, and the National Center for Health Statistics (NCHS), in Hyattsville, MD, both centers of the Centers for Disease Control and Prevention (Atlanta, GA) intend to award a cost reimbursement type contract to a qualified offeror for the project entitled the National Immunization Survey (NIS), which includes the State and Local Area Integrated Telephone Survey (SLAITS), for the data years 2005 through 2007 (with options to continue data collection for 2008 through 2009). A data year is one calendar year, January 1 ? December 31, plus six months of the next calendar year, January 1 through June 30 (e.g., data year 2005 is January 1, 2005 through June 30, 2006 for immunization data collection, file, and documentation production purposes). This project involves 1) the design and conduct of quarterly/annual surveys to be fielded in each of the Immunization Action Plan (IAP) areas collecting data from the families of age-eligible children in RDD interviews for data years 2005-2007 (with options to continue data collection for data years 2008-2009); 2) collecting data from the medical providers reported for those children (with oral consent from the parent or guardian); 3) combining the information from the responding providers and families to produce improved vaccination estimates; 4) performing descriptive analyses of the data collected; 5) preparing and documenting computer files of the survey data; 6) conducting qualitative research; and 7) maintaining a sophisticated and flexible computer assisted telephone interviewing (CATI) system to track and monitor calls to over one million households annually. The surveys in each of the IAP areas comprise a large-scale survey of households requiring random digit dialing (RDD) and use of the CATI system. Some households will require interviewers to conduct the interview in a language other than English or Spanish. Large amounts of data will need to be processed and analyzed, and reports need to be written, often under tight time schedules during the performance period of the contract. The date specified for receipt of offers will be 60 days after the solicitation issue date, on or about January 21, 2004. The performance period under this contract will be three years from date of contract award with the option for an additional 24 months. All responsible offers may submit a proposal that will be considered by the agency. The NAICS Code is 541990. See Numbered Note 26.
