NA PROJECT INFORMATION Solicitation No. DACA45-03-R-0034 On or about 21 November 2003, this office will issue Request for Proposals the design and construction of REPLACE CENTRAL FIRE ALARM SYSTEM, PN 3378, IOWA APP, IOWA. This solicitation will close on or about 9 January 2004. This solicitation is unrestricted and open to both large and small business participation. All firms must be registered in Central Contractor Registry (CCR) to receive a solicitation package. Site visits of the proposed work must be arranged in advance. Contact the Burlington Resident Office for directions to the site Burlington Resident Office, U.S. Army Corps of Engineers, Iowa Army Ammunition Plant, Box 13, c/o Army Mail Room, Middletown, IA 52638, Roy Brewer at Telephone: 319-753 -1386, Fax: 319-753-1370. Access for site visit will be restricted to U.S. Citizens only. Anyone wishing access shall provide the following information: a. Name of Contractor; b. Names of individuals; c. Social Security numbers; d. Date of Birth. DO NOT s ubmit requests for plans and specifications to the site visit personnel listed above. See Ordering below. The work will include the following: Approx. quantities Project Description: Design and construction for an upgrade to the fire alarm initiating and notification system within several buildings and the fire alarm reporting system at Iowa AAP. Work includes: Demolition of the existing Gamewell/Bliss head end system located in the Guard Headquarters; Radio transmitting head end equipment at the Guard Hea dquarters; Master Graphical Base Station at the Guard Headquarters; Remote Graphical Slave Monitoring Station at the Fire Station; Demolition of existing hardwired telephone communications between individual buildings existing Fire Alarm Control Panels and the existing Gamewell/Bliss system and incorporation of a new radio transmitter to report the required conditions; Provide some or all of the following items in the indicated buildings that do not have adequate fire alarm system: a.Pull stations; b.Smoke detectors; c.Notification system; d.Water valve tamper switches; e.Water riser flow switches; f.Addressable fire alarm control panel; g.Radio transmitter. Proposal Evaluation: Evaluation and award of this project will be based on t he lowest price, which meets the technical requirements for design experience, personnel and past performance and construction experience, personnel and past performance established by the solicitation. The estimated construction cost of this project is be tween $1,000,000 and $5,000,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting proposals for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisiti on Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 2004: (a) Small Business: 57.2% of planned subcontracting dollars; (b) Smal l Disadvantaged Business: 8.9% of planned subcontracting dollars; (c) Women Owned Small Business: 8.1% of planned subcontracting dollars; (d) Service-Disabled Veterans:3.0% of planned subcontracting dollars; (e) Hubzones: 3.0% of planned subcontracting dol lars. Small business concerns owned and controlled by. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 360 calendar days after receipt of Notice to Proceed. Provisions will be included for liqu idated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. The RFP plans and technical criteria/specifications are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. RFP Plans and technical criteria/Specifications will not be provided in a printed hard copy format.
