Description
NA The U.S. Army Space and Missile Defense Command (USASMDC), Test and Evaluation Directorate (T&E), and the Missile Defense Agency (MDA), are seeking industry capabilities to continue to manage the operation and development of the Missile Defense Data Cente r (MDDC). The MDDC is managed as a service center for data collectors and government designated users. The mission is accomplished by MDDC functioning as an automated data processing and data repository for experimental data, data products and research r esults generated from designated experiments. The MDDC effort requires automated data processing (ADP) of classified and unclassified data in support of the MDA. Expertise in data management, systems engineering, ADP operations, library management, netwo rk administration, security, and support for users of the MDDC is required. Requirements include managing both physical and ADP security activities, continuing data receipt from MDA tests and experiments, recording assets (ranges, aircraft, ships, satelli tes, etc.) and intelligence assets; provide for the ingestion, organization, management, cataloging, archiving and distribution of data, system development; network development for the MDDC and Virtual Data Center (VDC), marketing of the MDDC to publicize the data center to the MDA community and its potential users, database construction and maintenance, and maintenance of the data/information archive library. The effort requires configuration management, establishing quality assurance processes and proced ures, ADP procurement, maintaining, documenting, and upgrading ADP hardware and software systems, on-site and off-site system design reviews, resource allocation, hardware and software integration, computer programming, hardware and software maintenance, p rocedure development, data systems testing, report and newsletter preparation and distribution; and technical writing and documentation development. The MDDC will be responsible for day-to-day AEC operation to include document control and computer hardwar e acquisition and maintenance. Support shall be provided for the seven basic functions of the MDDC. The basic functions are: (1) Program Support, (2) User Support, (3) Security, (4) Hardware/Network Systems, (5) Library Operations, (6) Configuration Man agement/Quality Assurance (CM/QA), and (7) Software Systems. The objective of MDDC is to manage the acquisition, organization, archival, and distribution of information from entire mission areas - ones which cut across all the Services. Further, the MDD C is to ensure that the user community has current, dependable, timely, and accurate information which is relevant to their missions. The strategic plan for SMDC is to achieve new levels of user support, interoperability, and affordability. The overall o bjective is to focus SMDC's efforts toward the successful development, deployment, and follow-on initiatives for assigned programs in support of the MDDC's user base. The success of MDA's visions and goals will be dependent upon meeting these objectives. A Top Secret facility clearance will be required for this effort. It is anticipated that foreign participation will not be allowed at the prime or subcontractor level. The purpose of this sources sought is to determine if there is adequate interest and capability to execute this requirement as a competitive small business set aside. Interested parties are requested to submit to the contract specialist a capability statement that includes: 1) name of firm, type of firm (Small Business, Small Disadvanta ged Business, Woman-Owned Small Business, HUBZone Small Business, or Service-Disabled, Veteran-Owned Small Business), mailing address, e-mail address, telephone number, facsimile number, point of contact; 2) statement of experience/qualifications including description of projects completed similar to the work outlined above. The North American Industrial Classification Systems (NAICS) is 541710 with a small busi ness size standard of 1,000 employees. Responses shall indicate the size of the firm under NAICS code assigned for this effort. Information submitted should b e pertinent and specific in the technical area under consideration, on each of the following qualifications: (1) Experience: An outline of previous projects, specific work previously performed or being performed and any in-house research and development e ffort; (2) Personnel: Name, professional qualifications and specific experience of scientist, engineers and technical personnel who may be assigned as a principal investigator and/or project officer; (3) Facilities: Availability and description of specia l facilities required to perform in the technical areas under consideration.
